The Infrastructure Client Group (ICG) is determined to do everything in its power to ensure that the UK achieves its ambitious infrastructure goals.

About the ICG

This group’s key purpose is to accelerate the alignment and improvement of infrastructure delivery and development to benefit the economy, society and the environment.

The ICG contributes to a people-focused, system-based view of infrastructure by:

Adopting, sharing and benchmarking best practices in delivery and development.
Providing a route to government and industry for infrastructure clients.

Its network of experts offers trusted, impartial advice to politicians and other decision-makers on how to build and adapt infrastructure to create a more sustainable world.

The challenge may be great, but the group’s members have the collective expertise, innovative focus and strategic influence to surmount it.

Climate

Climate Task Group

The Climate Task Group has three workstreams: carbon, nature and resilience.

These have a “task and finish” focus. The resilience workstream, for instance, is supporting the creation of a publicly available specification (PAS) for climate adaptation pathways.

And, having launched a Concrete Decarbonisation Accelerator programme in 2024, the carbon workstream is looking at new accelerators to continue the good work on cutting CO₂ emissions. It’s considering aspects such as reinforced concrete and steel rebar.

Data and Digital Task Group

The Data and Digital Task Group meets regularly to:

Promote digital connectivity and data standardisation across the sector.
Help infrastructure clients improve their digital and data-handling abilities.
Respond with a collective voice to policy reforms and regulatory changes affecting infrastructure clients’ use of digital tech and data.
Advance the meaningful, ethical and safe adoption of new technology.

The group does all this alongside industry partners such as the Digital Twin Hub and the Connected Places Catapult.

It also provides an adopters’ forum. This enables like-minded members at similar project stages to share insights and best practices.

People

People Task Group

The People Task Group is a new addition to the ICG in 2025. Its research and discussions will cover topics such as training; health and safety; supply chain resilience; and diversity, equality and inclusion.

This group aims to help develop more diverse organisations with broader skills. It will also promote wellbeing alongside occupational health and safety.

Productivity

Productivity Task Group

The Productivity Task Group is tackling the UK infrastructure sector’s productivity problems in three main ways.

The first of these is building on the Transforming Infrastructure Performance Roadmap to 2030, published in 2021 by the then Infrastructure Project Authority. The new ICG routemap is intended as a more practical guide for clients.

The second is aiding the creation of a publicly available specification (PAS) for infrastructure productivity. Produced in collaboration with the ICE and the British Standards Institution, this PAS will give clients more power to enforce productivity improvements.

The third is designing a tool to help clients gauge the maturity of their projects against a hypothetical scenario of high efficiency.

The group also regularly holds webinars in which experts share their insights on topics such as the causes of waste and low productivity.

Project 13

Project 13 is an enterprise approach to infrastructure. It advocates bringing asset owners, partners, advisers and suppliers together in a more collaborative arrangement, underpinned by long-term working relationships. Under this integrated model, each party is incentivised to deliver a better outcome for all.

The conceptual case for Project 13 was first made in the 2017 report From Transactions to Enterprises. Its core message was that the prevailing transactional model used to “deliver and operate much of our infrastructure is broken”. This prevents efficient delivery, hinders innovation and so fails to provide high-performing infrastructure.

The Project 13 Network shares real-life case studies promoting the enterprise approach. This is core to the project’s ethos, under which adopters of the model freely discuss their experiences so that all members can learn from them.
