Regional members on ICE Council

Election of 4 regional members to the council 2025 - candidate statements

ICE | Scotland [Uncontested ballot]

Fiona Barbour MEng CEng FICE MCIWEM

Technical director, Mott MacDonald

“…I would like to see more engagement with the Scottish Government’s policy agenda, feel able to contribute to local debates and benefit from our membership as much as those based in London...”

I believe civil engineering works to meet society’s evolving needs which provides us a purpose we can take pride in. For nearly 30 years I have passionately worked to reduce the impact of climate change through flood risk management.

I became Chartered in 2006 and a Fellow in 2021. I have been active in the ICE since I graduated from Edinburgh University in 2002. I was Edinburgh Area Branch Chair in 2006. In 2020 I became Chair of the ICE Flooding Community Advisory Board (CAB) and represent the Institution at conferences and media interviews, including the BBC’s PM programme.

Through engaging with One Great George Street over the last 5 years I have a greater understanding of how the Institution operates and observe how much of it supports the industry and the provision of infrastructure. However, I have observed a London bias, for example it predominately responds to the UK Government’s policy agenda.

I would like to see more engagement with the Scottish Government’s policy agenda, feel able to contribute to local debates and benefit from our membership as much as those based in London. As Scotland’s representative on Council, I will advocate for a greater awareness of your needs.

ICE | South East [Uncontested ballot]

Susan Hawkes EngTech FICE FWES

CAD technician, Berryrange Ltd

“In the last three years I have brought to council items such as Stamp It Out Campaign… initiated more inclusivity of technician… I would very much like to continue to build on these achievements...”

Following on from my successful membership of council as South East Regional Member, I would like to continue for a further three year period.

In the last three years I have brought to council items such as Stamp It Out Campaign which has now been supported by the ICE as well as being incorporated into the offering from the Knowledge Hub.

I have also initiated more inclusivity of technicians in many different areas of the ICE, allowing panels and boards to consider extending membership to the technician community to allow for a more balanced view to persist.

I have also made special request to past presidents to include the word ‘technicians’ in speeches which has been positively received.

Although fellowship of the ICE has always been open to members of all grades, as a member of council I have been able to influence the way in which the ICE makes this more visible thus enabling the fellowship community to grow.

I would very much like to continue to build on these achievements, to maintain communication between council and branch committees, to enable the technician membership to grow and allow the ICE to become more diverse and more inclusive in the future.

Chris Campbell EUR ING MEng (Hons) LLM CEng FICE FCInstCES FCIArb

Preconstruction director, Skanska UK

“If elected to Council, I will bring a collaborative approach to addressing the evolving needs of our profession, leveraging my governance experience to champion inclusivity and the vital role of civil engineering in shaping a sustainable future…”

I am a Chartered Civil Engineer (CEng FICE) with over 15 years of experience in civil engineering contracting, contributing to both major national infrastructure and regional projects. I have held various technical, commercial, and leadership roles and am currently preconstruction director at Skanska UK, based in Yorkshire with a nationwide remit.

As chair of the Yorkshire & Humber ICE Regional Committee, I have led efforts to strengthen member engagement, establish local branches, and advance a regional Fairness, Inclusion, and Respect (FIR) plan. I am passionate about supporting professional development and have been an active Supervising Civil Engineer for nearly a decade and more recently as a Reviewer. I am particularly interested in addressing barriers to entry and progression in our industry, including those related to social mobility, to attract and retain a diverse membership.

If elected to Council, I will bring a collaborative approach to addressing the evolving needs of our profession, leveraging my governance experience to champion inclusivity and the vital role of civil engineering in shaping a sustainable future. I would be honoured to represent the Yorkshire & Humber membership, contribute to the Institution’s strategic direction, and ensure diverse regional perspectives are actively represented in key debates.
