South Africa

At the heart of everything we do in South Africa is ICE-SA, the volunteer ICE local association (formerly known as the Joint Civils Division).

ICE-SA invites ICE members to meet regularly to exchange knowledge and ideas, visit interesting engineering sites and raise the profile of ICE and civil engineering within the area. The ICE-SA website is full of useful resources and information for civil engineers working in South Africa.

ICE also has an Agreement of Cooperation with the South African Institution of Civil Engineers (SAICE). This enables members of either organisation to attend meetings, conferences and use library facilities at members' rates.

There is a Mutual Exemption Agreement between ICE, Engineering Council of South Africa (ECSA) & South African Institution of Civil Engineers (SAICE), which provides a streamlined route to emmbership for Chartered Civil Engineers and PEng registrants /SAICE members.

Marianne Vanderschuren

Regional Representative

Marianne Vanderschuren is a professor at the Centre for Transport Studies, at the University of Cape Town, responsible for teaching and research in the field of transport planning and engineering.

Her core research activities include the development of models and assessment tools to support environmentally friendly transport equity, sustainability, road safety and personal security. Marianne holds the DSI-NRF/CSIR Co-funded SARChI Chair in Smart Mobility Research.

She was the 2022 President of the South African Institution for Civil Engineering (SAICE). In the same year she received the National (South African) Science and Technology Forum (NSTF) Special Annual Theme Award: Basic Science for Sustainable Development.

Mauritius

There are around 60 ICE members living and working across Mauritius. Our members work on a huge range of projects across the country.

ICE has one local committee in Mauritius.

The Mauritius Committee arranges events, visits to ongoing engineering projects and social events for ICE members based in the country. This gives members the chance to meet other engineers, share knowledge and network.

Jamiil Shawotaully

Regional Representative

Jamiil Shawotaully is a Chartered Civil Engineer (CEng MICE) with over a decade of international experience spanning Singapore, Mauritius, and Africa. He holds a Bachelor of Engineering (Civil) from the National University of Singapore (NUS), is a Registered Professional Engineer in Mauritius, a Project Management Professional (PMP®), and a Green Star Accredited Professional. He is currently a Senior Engineer with Arup in Mauritius, where he also acts as a Team Leader and Line Manager within the Infrastructure group.

Jamiil began his career in Singapore in 2013 with Surbana Jurong and Arup, delivering masterplanning and infrastructure projects before joining the Land Transport Authority (LTA) to lead development proposal evaluations. His project portfolio includes the Round Island Route, the Advanced Engineering Study for the Cross Island Line, and Yale-NUS College. He also served on the ICE Singapore Sub-Committee, where he organised technical events to support the professional development of civil engineers.

Since returning to Mauritius in 2019, Jamiil has led major projects such as the Beau Plan Smart City Infrastructure and represented Arup UKIMEA in the 2025 United Nations (UN) Young SDG Innovator Accelerator Programme in London — a nine-month initiative focused on driving business innovation aligned with the Sustainable Development Goals (SDGs).

Passionate about professional development, Jamiil actively volunteers with the Institution of Civil Engineers (ICE) as an EPA Assessor, ICE Reviewer, Delegated Engineer, and Supervising Civil Engineer, mentoring and supporting the next generation of engineers. In October 2025, he was appointed the ICE Representative for Mauritius.

Finlo Marcus Paish

Regional representative

Finlo is a contractor, with over 40 years overseas experience, generally in developing countries, as a major works project director.

Finlo graduated from Birmingham University with a degree in civil engineering in 1975 and started working overseas for contractor Taylor Woodrow International. He worked on roads, airports, water plants, and ports as a project director in many locations worldwide including the Far and Middle East, Africa, Caribbean and South America.

In 1993 Finlo joined Midmac Construction in Qatar and assisted them in delivering LNG facilities in Ras Laffan, an airport, and power stations as director of construction.

In 1998 Finlo joined Biwater International and delivered a number of significant design and build water and sewage jobs worldwide, before as project director for Carillion helping to develop Cairo Festival City.

As head of construction for APM Terminals he recently completed the redevelopment of Callao Port in Peru, and is now based in Ghana leading the massive New Tema Port Development.

Guillaume Patricot

Regional representative

Guillaume Patricot is a Chartered Engineer and a Member of the Institution of Civil Engineers. He has more than 20 years’ experience in the consultancy sector in water supply and sanitation, highways and transportation, renewable energy, and industrial projects.

He has worked in the UK, Europe, Middle East, South Asia, Caribbean and Africa, including the last 13 years in Kenya.

He wants to entice more women and men in Kenya to become members of the ICE, and to promote deeper and stronger collaboration with the Engineering Board of Kenya and the Institution of Engineers of Kenya through mutual respect and recognition, knowledge sharing, joint CPD events, joint advocacy on key issues, and networking with other international engineering institutions.

He is a founder, owner and director of Gauff Consultants Africa.

Felix Atakere

Regional representative

Dr. Felix Utse-Oritselaju Atakere is currently the managing director of Archoasix Engineering Limited, a civil and structural engineering consulting firm based in Lagos, Nigeria.

Felix has over twenty-five years of experience in positions with increasing responsibilities in the planning, design, and construction of oil and gas facilities with Chevron Nigeria Limited, Lagos, Nigeria, where he retired early as a senior construction engineer on August 31, 2021.

As a chartered civil engineer while working for Chevron, he led on significant projects within the oil/ gas production in the marine environment, he used his immense understanding of the complexities of the challenging environment and the myriad of international and national legislation involved in the safety-critical industry, to manage projects to successful outcomes.

Felix also held a unique position as interface co-ordinator for the world's second gas-to-liquid facility, a significant project by the nature of the scale and innovation required in the project, whose timely completion aided the industries required compliance with the Nigerian government's mandate, to eradicate gas flaring from oil production platforms.

During this time, he developed a passion for identifying challenges and gaps in the construction industry and proposing solutions through in-depth research and process modifications.

Before joining Chevron in 1996, Felix worked as a field engineer on various civil engineering, building, and road construction projects for Shell Petroleum Development Company (SPDC), Elf Petroleum Nigeria Limited, and the Federal Government of Nigeria.

Felix is a fellow of the Institution of Civil Engineers (FICE) in addition of being a two-time Publicity Secretary of the Nigerian Society of Engineers, Warri Branch (2004-2008), a member of the American Society of Civil Engineers (MASCE), and the Canadian Society of Civil Engineers (MCSCE).

His areas of specialty include, project management, construction management, structural engineering research works and engineering design.

Felix Atakere

There are ICE members living in Sierra Leone and working on a range of projects across the country.

We also have an Agreement of Cooperation with the Sierra Leone Institution of Engineers which enables members of either organisation to attend meetings, conferences and use library facilities at members’ rates.

ICE also supports a small charity, Engineers for Change (Sierra Leone), whose Board of Trustees is made up of members of IET, IMechE and ICE.

Dr Jonathan Bonopha Tengbe

Dr Jonathan Bonopha Tengbe is a Chartered Engineer and a Member of the Institution of Civil Engineers. He has more than 30 years’ experience in design, project/contract management and supervision of highways and other infrastructure projects.He has worked in Germany, Sierra Leone, Lesotho, United Kingdom, Qatar, including the last 6 years in Sierra Leone.

He wants to encourage young graduates in Sierra Leone to become members of the ICE and to support the Government of Sierra Leone in their drive towards sustainable infrastructure development. He also intends to continue to promote deeper and stronger collaboration with the Sierra Leone Institution of Engineers through mutual respect and recognition, knowledge sharing, joint CPD events, joint advocacy on key issues, and networking with other international engineering institutions operating in Sierra Leone.

He is the founder, owner and Managing Director of Sierra Civils International Ltd.

Exaud Asseri Elia Mushi

Regional representative

Eng. Exaud Mushi, born in 1956 January 17, holds an MSc (Highway Engineering) and BSc (Hons) from University of Dar es Salaam, Tanzania obtained in 1997 and 1983 respectively.

Mushi has over 40 years of diverse experience covering technical audits, public expenditure review, procurement, research, project management, road design, structural engineering design, railway engineering design, contract administration, claims administration, project supervision, construction management and consulting office management.

Mushi is affiliated with several engineering organisations as a Member or a Fellow both locally and outside Tanzania. He is a practicing consulting engineer registered with the Engineers Registration Boards in Tanzania, Zambia and Rwanda. He has been working in the East African Community and SADC regions.

Engineer Mushi attended a Corporate Governance training organized by the Eastern Africa Management Institute – ESAMI and has set in a number of councils and boards mainly related with regulation and promotion of engineering activities in Tanzania and abroad. Notably between 2012 and 2016 he set in the board of directors of FIDIC and in 2016 he served as a FIDIC vice president. He is currently an ICE country representative in Tanzania as well as a FIDIC ambassador in Tanzania.

He has an extensive experience working with and teaching FIDIC conditions of contract. He has attended several training courses on FIDIC and other forms of contract as part of continuous professional development. He is an accredited FIDIC international trainer and an accredited adjudicator and arbitrator in Tanzania.

Benjamin Olobo

Benjamin is a UK Chartered Engineer and Ugandan registered engineer, based in Kampala.

He has more than 23 years public and private sector experience in development of policies and strategies for the infrastructure sector, project programming, strategic and technical leadership, consultative engagement with Development Partners World Bank, African Development Bank, European Union, FCDO etc.

He has garnered relevant technical skills in infrastructure planning and engineering, design and operations. His global experience spans projects in the Laos PDR, Rwanda, UK, Swaziland, Zambia, Uganda, Tonga and Samoa covering over US$1 billion in capital investment value.

Fredrick Mukonoweshuro

Regional representative

Fred studied civil engineering at the University of Zimbabwe, graduating in 2000 and becoming Chartered with ICE in 2007. After a year working in Botswana he moved to the UK for a post graduate study in water engineering.

Following his postgraduate study, he joined Grontmij (now part of Sweco) in 2002 as a water civil engineer before moving to Arup in 2005. With Arup, he worked on a wide-ranging water utilities, civil engineering and construction projects undertaking various roles from design engineer, contract administration, procurement and design management.

He is an associate director and a water and infrastructure advisory lead for Arup, focusing on major project delivery, programme management, business development, framework management, complex stakeholder management and project integration. He has undertaken lead roles on major projects including Thames Tideway Tunnel, Nine Elms Development, and Heathrow Expansion Programme.

He is the current chairperson for the Zimbabwe Institution of Engineers (ZIE) UK branch which has over 150 UK based Zimbabwean educated engineers. A key highlight in this role was to jointly host a successful Zimbabwe Investment Conference with ICE at One Great George Street.

He is active in the major projects space and currently serve as a programme committee member for the Major Projects Association (MPA), UK. He is also the current senior vice chairperson for Chartered Institution of Water and Environmental Management (CIWEM) London Metropolitan Branch. Fred is also a board member of Zimbabwe Institution of Engineers.

His involvement with ICE dates to 1998 when he joined as a student member whilst studying at the University of Zimbabwe, a key moment in his life which he describes as the driving force behind his decision to move to the UK to study and work. He is a proud recipient of the ICE Quest Continuation Education award, having received the award in 2001. He was also recognised for his service in engineering when he was awarded the SKF Award in 2011 by the ZIE (HQ).

Fred holds a Master of Studies (MSt) in interdisciplinary design for the built environment (IDBE) from the University of Cambridge. He is a corporate member of CIWEM, Association of Project Management (MAPM) and Zimbabwe Institution of Engineers (MZWIE).
