There are around 200 ICE members living in Egypt and working on a range of projects across the country.

ICE regional representatives

We have a volunteer member in Egypt who helps arrange ICE activities and promote our work.

Dr Ghada El-Mahdy

Regional Representative

Prof. Ghada El-Mahdy is a professor of structural engineering at the British University in Egypt (BUE).  Prof. El-Mahdy started her professional career as a structural engineer at Arab Consulting Engineers (Moharram-Bakhoum). In 1990 she went to Canada to study at the University of Windsor, Windsor, Ontario where she received her MSc and PhD degrees in structural stability.  

In 1997 she returned to Egypt and worked as a senior structural engineer in Arab Consulting Engineers until she was appointed as a Researcher at the Housing and Building National Research Center (HBRC) in the Structures and Metallic Construction Research Institute in 2002.  

At HBRC she served as a member of the code committee for the Egyptian Code of Practice for the Planning, Design, and Construction of Bridges and Elevated Intersections – Part 6 (Steel Bridges), and an associate editor for the HBRC journal, as well as the editor for the Design Aids for Steel Structures (Allowable Stress Design). She received her Chartered Engineer status from the Institution of Civil Engineers ICE in the UK in 2021 and is a registered chartered engineer and fellow in the Engineering Council in the UK.

South Africa

At the heart of everything we do in South Africa is ICE-SA, the volunteer ICE local association (formerly known as the Joint Civils Division).

ICE-SA invites ICE members to meet regularly to exchange knowledge and ideas, visit interesting engineering sites and raise the profile of ICE and civil engineering within the area. The ICE-SA website is full of useful resources and information for civil engineers working in South Africa.

ICE also has an Agreement of Cooperation with the South African Institution of Civil Engineers (SAICE). This enables members of either organisation to attend meetings, conferences and use library facilities at members' rates.

There is a Mutual Exemption Agreement between ICE, Engineering Council of South Africa (ECSA) & South African Institution of Civil Engineers (SAICE), which provides a streamlined route to emmbership for Chartered Civil Engineers and PEng registrants /SAICE members.

Alain Jacquet CEng MICE

Regional Representative

Alain Jacquet is a Chartered Civil Engineer, a Member of the Institution of Civil Engineers (ICE) and is currently in his second term as a volunteer ICE Representative for South Africa, promoting professional registration support.

Alain has over 30 years experience in the civil engineering industry and for over 20 years he has specialised in construction procurement, developing and implementing procurement systems for various public sector and private sector clients. He is the Convenor of the ISO Working Group for Construction Procurement Standards and has been the procurement advisor for several prominent projects within South Africa and across Africa. His passion for socio-economic development has driven the registration of Construction Mentorship with the SA Council for Project and Construction Management Professions in South Africa.

Alain is Owner and Principal at SABEeX, a company which specialises in construction procurement.

Eng. Abdel Hafiz Abdel Moniem

Regional Representative

Abdel Hafiz Abdel Moniem is a Chartered Civil Engineer with over 25 years experience in engineering design, procurement, construction supervision, construction and contract management.

Abdel has worked as a consultant executing highways and building projects in the United Kingdom, Sudan, South Sudan, The Gambia, Tanzania, Nigeria, Uganda, and Qatar. He is currently acting as director in charge of Alliance, Engineering-Procurement-Construction-Management (EPCM) firm delivering turn-key solutions involving the planning, design, management and delivery of new build and rehabilitation projects covering both buildings and MEP projects in Sudan and Africa.

This entails project planning, design, procurement and construction as turn-key packages. The duties extend to procurement and contract management in terms of main contract drafting, sub-contract resourcing, payments and claims management.

Finlo Marcus Paish

Country representative

Finlo is a contractor, with over 40 years overseas experience, generally in developing countries, as a major works project director.

Finlo graduated from Birmingham University with a degree in civil engineering in 1975 and started working overseas for contractor Taylor Woodrow International. He worked on roads, airports, water plants, and ports as a project director in many locations worldwide including the Far and Middle East, Africa, Caribbean and South America.

In 1993 Finlo joined Midmac Construction in Qatar and assisted them in delivering LNG facilities in Ras Laffan, an airport, and power stations as director of construction.

In 1998 Finlo joined Biwater International and delivered a number of significant design and build water and sewage jobs worldwide, before as project director for Carillion helping to develop Cairo Festival City.

As head of construction for APM Terminals he recently completed the redevelopment of Callao Port in Peru, and is now based in Ghana leading the massive New Tema Port Development.

Guillaume Patricot

Country representative

Guillaume Patricot is a Chartered Engineer and a Member of the Institution of Civil Engineers. He has more than 20 years’ experience in the consultancy sector in water supply and sanitation, highways and transportation, renewable energy, and industrial projects.

He has worked in the UK, Europe, Middle East, South Asia, Caribbean and Africa, including the last 13 years in Kenya.

He wants to entice more women and men in Kenya to become members of the ICE, and to promote deeper and stronger collaboration with the Engineering Board of Kenya and the Institution of Engineers of Kenya through mutual respect and recognition, knowledge sharing, joint CPD events, joint advocacy on key issues, and networking with other international engineering institutions.

He is a founder, owner and director of Gauff Consultants Africa.

Guillaume Patricot

Das Mootanah

Country representative

Dr Das Mootanah is a Fellow of the Institution of Civil Engineers (FICE), a Fellow of the UK Association for Project Management (FAPM), past Judge for UK APM Awards, Registered Professional Engineer (CRPE Mauritius) and currently, the ICE country representative for Mauritius.

Dr Mootanah is a director with 30 years international senior management experience in infrastructure mega-projects (London 2012 Olympics, High Speed Rail (HS2), Mauritius light rail and highway projects), railways project development (London, Dublin), highways and wider experience in financial services, railway strategic consultancy, financial regulatory and advisory sectors, innovation and research with CIRIA in sustainability, project management, safety, and value and risk management.

During his career, he has worked 5 years for the Olympic Delivery Authority for London 2012 Olympics in leading risk and assurance to achieve the fixed Olympics deadline. For over 15 years in England and Australia, he worked as senior risk management and programme management professional and director across multiple industry sectors achieving major change, transformation, risk reduction amongst others. He came back to Mauritius in 2016 and led the Road Development Authority (RDA) as chief executive, where he launched several new road mega projects in less than 2 years.

Dr Mootanah is currently the CEO of Mauritius Metro Express Ltd since 2018, and in collaboration with international companies from India, Singapore, Spain, Germany, China, delivered almost 30 kms of Light Rail connecting all the towns in Mauritius. Dr Das Mootanah has led innovation and research programmes with CIRIA and others, after completion of a PhD in value and risk management in UK in the past and has published numerous publications in best practice, project management, civil engineering, risk management and others.

He is also collaborating with various countries in Africa through international conferences and regional meetings, and visits to share knowledge and infrastructure experience and lessons learned, for example with Seychelles, Reunion Island, Madagascar and other African countries.

Felix Atakere

Country representative

Dr. Felix Utse-Oritselaju Atakere is currently the managing director of Archoasix Engineering Limited, a civil and structural engineering consulting firm based in Lagos, Nigeria.

Felix has over twenty-five years of experience in positions with increasing responsibilities in the planning, design, and construction of oil and gas facilities with Chevron Nigeria Limited, Lagos, Nigeria, where he retired early as a senior construction engineer on August 31, 2021.

As a chartered civil engineer while working for Chevron, he led on significant projects within the oil/ gas production in the marine environment, he used his immense understanding of the complexities of the challenging environment and the myriad of international and national legislation involved in the safety-critical industry, to manage projects to successful outcomes.

Felix also held a unique position as interface co-ordinator for the world's second gas-to-liquid facility, a significant project by the nature of the scale and innovation required in the project, whose timely completion aided the industries required compliance with the Nigerian government's mandate, to eradicate gas flaring from oil production platforms.

During this time, he developed a passion for identifying challenges and gaps in the construction industry and proposing solutions through in-depth research and process modifications.

Before joining Chevron in 1996, Felix worked as a field engineer on various civil engineering, building, and road construction projects for Shell Petroleum Development Company (SPDC), Elf Petroleum Nigeria Limited, and the Federal Government of Nigeria.

Felix is a fellow of the Institution of Civil Engineers (FICE) in addition of being a two-time Publicity Secretary of the Nigerian Society of Engineers, Warri Branch (2004-2008), a member of the American Society of Civil Engineers (MASCE), and the Canadian Society of Civil Engineers (MCSCE).

His areas of specialty include, project management, construction management, structural engineering research works and engineering design.

Felix Atakere

There are ICE members living in Sierra Leone and working on a range of projects across the country.

We also have an Agreement of Cooperation with the Sierra Leone Institution of Engineers which enables members of either organisation to attend meetings, conferences and use library facilities at members’ rates.

ICE also supports a small charity, Engineers for Change (Sierra Leone), whose Board of Trustees is made up of members of IET, IMechE and ICE.

Gertrude Sara (Trudy) Morgan

Country representative

Trudy Morgan is a Chartered Civil Engineer, a Fellow of the Institution of Civil Engineers and a volunteer ICE country representative for Sierra Leone, promoting gender participation and professional registration support.

Trudy has over 30 years experience working on a diverse range of projects across the globe. Following her first degree from Fourah Bay College, Sierra Leone, she started her career with Sir Robert McAlpine & Sons working on iconic buildings in London, followed by 11 years designing and building railway bridges and infrastructure across the UK.

She completed her MBA at Cranfield and spent the next 10 working as a management consultant and business development specialist leading teams across 17 countries designing and constructing offices for a large UK government agency. She returned to Sierra Leone in 2010 where she worked as a Consultant with the IFC, World Bank, and the United Nations.

Trudy is passionate about promoting engineering and has held the following positions: President of the Sierra Leone Institution of Engineers, Council Member of the Professional Engineering Regulatory Council; co-founder and first president of the Sierra Leone Women Engineers; Africa’s representative on the Commonwealth Engineering Council; and a trustee with the UK-based charity Engineers for Change (Sierra Leone).

Trudy is an avid supporter of youth and women empowerment and has started several initiatives that support the growth and development of young people and women through her consultancy AXIS 360.

Trudy Morgan

There are ICE members living in Tanzania, and working on a range of projects across the country.

Exaud Asseri Elia Mushi

Country representative

Eng. Exaud Mushi, born in 1956 January 17, holds an MSc (Highway Engineering) and BSc (Hons) from University of Dar es Salaam, Tanzania obtained in 1997 and 1983 respectively.

Mushi has over 40 years of diverse experience covering technical audits, public expenditure review, procurement, research, project management, road design, structural engineering design, railway engineering design, contract administration, claims administration, project supervision, construction management and consulting office management.

Mushi is affiliated with several engineering organisations as a Member or a Fellow both locally and outside Tanzania. He is a practicing consulting engineer registered with the Engineers Registration Boards in Tanzania, Zambia and Rwanda. He has been working in the East African Community and SADC regions.

Engineer Mushi attended a Corporate Governance training organized by the Eastern Africa Management Institute – ESAMI and has set in a number of councils and boards mainly related with regulation and promotion of engineering activities in Tanzania and abroad. Notably between 2012 and 2016 he set in the board of directors of FIDIC and in 2016 he served as a FIDIC vice president. He is currently an ICE country representative in Tanzania as well as a FIDIC ambassador in Tanzania.

He has an extensive experience working with and teaching FIDIC conditions of contract. He has attended several training courses on FIDIC and other forms of contract as part of continuous professional development. He is an accredited FIDIC international trainer and an accredited adjudicator and arbitrator in Tanzania.

Exaud Mushi

There are ICE members living in Uganda, and working on a range of projects across the country.

Benjamin Olobo

Country representative

Benjamin is a UK Chartered Engineer and Ugandan registered engineer, based in Kampala.

He has more than 23 years public and private sector experience in development of policies and strategies for the infrastructure sector, project programming, strategic and technical leadership, consultative engagement with Development Partners World Bank, African Development Bank, European Union, FCDO etc.

He has garnered relevant technical skills in infrastructure planning and engineering, design and operations. His global experience spans projects in the Laos PDR, Rwanda, UK, Swaziland, Zambia, Uganda, Tonga and Samoa covering over US$1 billion in capital investment value.

Benjamin Olobo

There are ICE members living in Zambia, and working on a range of projects across the country.

Fredrick Mukonoweshuro

Fred studied civil engineering at the University of Zimbabwe, graduating in 2000 and becoming Chartered with ICE in 2007. After a year working in Botswana he moved to the UK for a post graduate study in water engineering.

Following his postgraduate study, he joined Grontmij (now part of Sweco) in 2002 as a water civil engineer before moving to Arup in 2005. With Arup, he worked on a wide-ranging water utilities, civil engineering and construction projects undertaking various roles from design engineer, contract administration, procurement and design management.

He is an associate director and a water and infrastructure advisory lead for Arup, focusing on major project delivery, programme management, business development, framework management, complex stakeholder management and project integration. He has undertaken lead roles on major projects including Thames Tideway Tunnel, Nine Elms Development, and Heathrow Expansion Programme.

He is the current chairperson for the Zimbabwe Institution of Engineers (ZIE) UK branch which has over 150 UK based Zimbabwean educated engineers. A key highlight in this role was to jointly host a successful Zimbabwe Investment Conference with ICE at One Great George Street.

He is active in the major projects space and currently serve as a programme committee member for the Major Projects Association (MPA), UK. He is also the current senior vice chairperson for Chartered Institution of Water and Environmental Management (CIWEM) London Metropolitan Branch. Fred is also a board member of Zimbabwe Institution of Engineers.

His involvement with ICE dates to 1998 when he joined as a student member whilst studying at the University of Zimbabwe, a key moment in his life which he describes as the driving force behind his decision to move to the UK to study and work. He is a proud recipient of the ICE Quest Continuation Education award, having received the award in 2001. He was also recognised for his service in engineering when he was awarded the SKF Award in 2011 by the ZIE (HQ).

Fred holds a Master of Studies (MSt) in interdisciplinary design for the built environment (IDBE) from the University of Cambridge. He is a corporate member of CIWEM, Association of Project Management (MAPM) and Zimbabwe Institution of Engineers (MZWIE).
