About Project 13

The initiative aims to improve how infrastructure is delivered by moving the sector away from its customary transactional business model.

The way forward is a more integrated and collaborative model that combines all the skills and technologies required to deliver better outcomes.

Project 13’s ultimate goal is to build a sustainable future for the construction industry, developing a highly skilled workforce and creating higher-performing infrastructure that represents better value for all.

What is the Project 13 enterprise model?

Project 13’s enterprise approach encourages organisations to collaborate on infrastructure projects. Under it, project owners, partners, advisers and suppliers all work together more closely and develop long-term relationships.

How does it work?

Project 13 has five defining pillars and 16 principles.

The pillars are as follows:

  • the capable owner
  • governance
  • integration
  • organisation
  • digital transformation

The principles that sit under these pillars can be used to create a high-performing enterprise.

Becoming a high-performing enterprise is a three-stage process. The Project 13 maturity matrix illustrates this.

Who has adopted this approach?

Some of the UK’s largest infrastructure owners have joined Project 13. They share their enterprise learning and experience of applying its principles.
