By joining a committee, panel, special interest group or regional association, you’ll have the opportunity to share your knowledge to guide policy and support your peers.  

Why should you join a panel or committee?

Volunteering with the ICE is a chance for you to make your mark and drive meaningful change in the civil engineering and infrastructure industry.  

Working alongside passionate members, as a volunteer with the ICE, you’ll benefit from growing your professional network, and gaining valuable leadership, collaboration and influencing skills. 

All while shaping the institution and helping it to ensure that the world has the safe and sustainable infrastructure it needs.

What ICE panels and committees can you join?  

Committees that guide the ICE’s overall direction, leadership, and governance. 

  • Audit Committee:
    An independent overview committee reviewing all aspects of the operation of the ICE Group, including financial systems and regulatory compliance.  
  • Building Committee:
    Represents the interests of ICE members in the running of the institution’s buildings, One Great George Street and 8 Storey’s Gate.  
  • Council:
    Members who represent the views of the membership to the ICE Trustee Board. 
  • Finance, Assurance, and Risk Committee (FARC):
    Provides assurance around financial and general governance for the ICE.  
  • International Committee:
    Responsible for the ICE’s representation and interests with international organisations and with the institution’s international areas.  
  • Nomination Committee:
    Makes recommendations to the Trustee Board for the appointment of senior positions in the institution.  
  • Procurement Advisory Group:
    Advises on procurement best practices.   
  • Trustee Board:
    Members who set the ICE’s strategic direction. 
  • UK Regional Affairs Committee (UKRAC):
    Steers the ICE’s UK regional strategy. 

Panels focused on admitting, assessing, and managing ICE members. 

  • Academic Qualifications Panel (AQP):
    Considers applicants’ qualifications against Engineering Council requirements and tells them which membership grade they can apply for.  
  • Appeals Panel:
    Assesses appeals from candidates who’ve been unsuccessful in their end-point assessment (EPA) or in achieving professionally qualified membership.  
  • Audit Panel:
    Ensures the ICE follows best practices in admitting members and delivering external qualifications, on behalf of the Qualifications Panel.  
  • Experiential Learning Panel (ELP):
    Responsible for the assessment of experiential learning submissions and the training and approval of assessors, on behalf of the Academic Qualifications Panel.  
  • Exemption Recognition Panel:
    Assesses applications from candidates to become members through recognition of their existing professional qualifications, on behalf of the Qualifications Panel.  
  • Fellowship Panel:
    Helps other ICE members to become Fellows.  
  • Further Learning Exam Panel:
    Responsible for assessment of exam papers, setting and moderation of exams, issuing results, and training and approval of examiners, on behalf of the Academic Qualifications Panel.  
  • Initial Professional Development Panel:
    Establishes and maintains effective methods and procedures for the completion of IPD, on behalf of the Qualifications Panel.  
  • Joint Board of Moderators:
    Reviews and approves engineering education programmes and works with universities to promote best practice and support professional registration.  
  • Membership Committee:
    Develops and implements policies for admitting members, on behalf of the Trustee Board.  
  • Professional Reviews Panel:
    Recommends and implements policies for admitting ICE Members via Professional Review, End Point Assessments, and Associate assessments, on behalf of the Qualifications Panel.  
  • Qualifications Panel:
    Helps the Membership Committee set policies on who can join the ICE, how it handles membership changes and reinstatements, and how it meets rules set by external bodies. 
  • Standards Panel:
    Audits the paperwork for membership admissions, transfers and reinstatements, as well as for Chartered Environmentalists and End Point Assessments, on behalf of the Qualifications Panel. 

Groups that oversee professional behaviour, ethics, and conflict resolution. 

  • Ethics Committee:
    Responsible for drafting and overseeing ethical policy for the ICE.  
  • Disciplinary Board:
    Responsible for adjudicating cases of professional misconduct identified by the Professional Conduct Panel. 
  • ICE Dispute Resolution Committee:
    Advises on any matters about dispute resolution that may affect the ICE and its members.  
  • Law and Contract Management Committee:
    Supports the development of ICE Adjudicators Qualifying and the ICE Law and Contract Management exams on behalf of the ICE Dispute Resolution Committee.  
  • Professional Conduct Panel:
    Investigates formal allegations of professional misconduct made against an ICE member.  

Committees that support CPD, knowledge sharing, and education. 

  • Awards Committee:
    Helps recognise outstanding civil engineering achievements with the ICE Awards.  
  • CPD Panel:
    Oversees the annual audit of ICE Members and Fellows’ CPD records. 
  • Education and Inspiration Advisory Group:
    Works with ICE staff to develop and advise on the delivery of the strategy to inspire more young people into civil engineering, which is updated every year.  
  • James Rennie Medal Panel:
    Chooses the shortlist and winner of the James Rennie Medal, which recognises the best Chartered Professional Review each year.  
  • Learning Society Committee (LSC):
    Implements, monitors and funds the ICE’s knowledge campaigns as set out in the ICE plan.  
  • Professionalism Panel:
    Maintains the ICE’s framework of CPD topics for members to undertake, and reviews knowledge content on the ICE website and in the Knowledge Hub for accuracy.  
  • QUEST Committee:
    Assesses applications for QUEST awards.  
  • Research and Development Enabling Panel:
    Manages the Research and Development Enabling Fund, which helps engineers develop innovative ideas to tackle problems in design or construction.  

Groups that shape the ICE’s external voice and influence. 

  • Communications Committee:
    Ensures the quality and effectiveness of the ICE’s strategic communications in line with the ICE’s annual plan and five-year strategy.   
  • NCE Advisory Board:
    Provides editorial feedback to the New Civil Engineer (NCE) magazine on behalf of members. 
  • Policy and External Affairs Committee:
    Provides strategic direction in government relations, based on understanding what society needs from infrastructure.

Committees focused on diversity, heritage, and supporting newer members. 

  • Early Careers Network (ECNet):
    Represents the views of Graduate and Student members to the Trustee Board, and responsible for mobilising activities of graduate and student members, including apprentices.  
  • Fairness Inclusion Respect (FIR) Committee:
    Made up of members who are passionate about ensuring the ICE is inclusive and representative.  
  • Panel for Historical Engineering Works (PHEW):
    Identifies historical engineering works that are worthy of recording, promoting or preserving.  

Current vacancies

The Academic Qualifications Panel (AQP) is a sub-committee of the Qualifications Panel with specific responsibility for the review of academic assessment applications for candidates who hold non-accredited qualifications and providing guidance about available routes to meet the Engineering Council's educational base requirements for Engineering Technician, Incorporated Engineer and Chartered Engineer registration.

Eligibility criteria

A current member of the ICE who works in academia or industry with an interest in academic qualifications and an understanding of academic standards at different levels of study.

What you'll gain from this role

Helping those who are unable to follow the standard route to become professionally qualified with the ICE as well as deepening your understanding of academic eligibility.

Time commitment

To complete 20-30 academic assessments using an online assessment portal on a 6-weekly basis. This will involve reviewing candidates' qualification transcripts, dissertation summaries and CV.

Attend 4 panel meetings per year. Panel meetings generally take place in February, May, September and November (two remote and two hybrid) and they are scheduled from 10:30-13:30.

Period of appointment

At least three years.

Panel secretariat - Jonathan Hallam

The Audit Panel is responsible for checking that the ICE is compliant with its own policies, procedures and terms of reference.

Panel members audit other panel meetings and application processes to ensure compliance.

In addition to these responsibilities, Audit Panel members act as auditors of the Professional Review and EPA (end point assessment) interview programme.

Eligibility criteria

Applicants must be professional reviewers.

What you’ll gain from this role

  • Support the institution in key quality assurance tasks.
  • Network with individuals across the ICE’s membership division committees.

Time commitment

The panel has four two-hour meetings each year, which can be attended online.

Panel members are expected to complete audits in addition to attending panel meetings.

Panel members are appointed to three-year terms, with the option to extend for a further three years after their first term.

Professional Review and EPA auditors have no specific terms of appointment.

What you will be doing

Panel members audit other panels, application processes and Professional Reviews/EPA interviews.

Auditing a panel meeting involves attending another panel meeting and completing a short report to determine if the panel was in accordance with their terms of reference and if they adhered to best practice.

Auditing a process involves a one-on-one meeting with an ICE staff member to receive an overview of a particular application process and completing a short report identifying if procedures and processes are being followed.

Professional Review and EPA auditors attend reviews and EPAs to check that reviewers/assessors are interviewing in line with ICE best practice.

Join the IPDP to help shape policy and maintain standards for Initial Professional Development (IPD) within the ICE. This role involves overseeing ICE training schemes, mentor-supported training, career appraisal, and ensuring compliance with Engineering Council regulations.

Eligibility criteria:

  • Current ICE member
  • Current active supervising civil engineer (SCE)
  • Experience with ICE training schemes and IPD processes
  • Preferred, but not required: ICE reviewer/end point assessment (EPA) assessor

What you’ll gain from this role:

Ensuring the ICE continues to meet Engineering Council requirements. Enhance your leadership and governance experience while supporting the ICE’s mission to maintain excellence in professional development.

Time commitment:

Minimum of three meetings per year, typically half-day sessions, held online (two), in-person (one) in March, July and October.

What you will be doing:

The main panel responsibilities are for approving SCE and mentor applications, approved employer applications and reapprovals, reviewing documentation (periodically) and reviewing current IPD system/processes as and when required.
