The Live Labs 2 programme

ADEPT’s Live Labs 2: Decarbonising Local Roads in the UK is a £30 million, three‑year national programme funded by the Department for Transport. It brings together seven local authority led projects across four interconnected themes to accelerate innovation in decarbonising the UK’s local road infrastructure. 

The programme shifts the focus of transport decarbonisation from vehicles onto the design, construction, operation and maintenance of local roads, which contribute significantly to national carbon emissions. Through large‑scale trials, collaborative learning and long‑term monitoring, Live Labs 2 aims to support local authorities in transitioning towards net‑zero road networks. 

Within this national programme, East Riding of Yorkshire Council is delivering a pioneering project focused on decarbonising street lighting across the region. The initiative explores new technologies, improved control systems, smarter operational practices and data‑led decision‑making to reduce energy consumption and cut carbon emissions from street lighting assets.

In this session

This session will introduce the strategic aims of Live Labs 2, the role of the East Riding project within the wider programme, and the innovative technical solutions under development. It will highlight the benefits for local authorities seeking to deliver more sustainable lighting infrastructure, as well as the value of shared learning across the national Live Labs community.

The event will be presented by Karl Rourke, who leads East Riding’s contribution to Live Labs 2. He will share his  insights from the programme, explore challenges and opportunities, and outline how emerging technologies and behavioural insights could help reshape the future of street lighting management.
