Overview

The Institution of Civil Engineers maintains a deep and long standing connection with transport policy, politics, and the delivery of major infrastructure across London. In late 2025, the London Assembly’s Budget and Performance Committee published Euston, we have a problem: Mind the funding gap, a significant investigation into why major transport schemes in the capital have become increasingly difficult and costly to deliver.

This event brings together the Chairman of the Budget and Performance Committee of the London Assembly Budget and Performance Committee, and a panel of senior figures from across the infrastructure and policy landscape to provide a rare, behind the scenes look at how the report was put together and how some of the recommendations are being deployed in practice

The panel will explore the key findings and recommendations, shedding light on the systemic issues they found that have driven project delays and cost escalation. They will offer practical reflections on how their project are shaping the fabric of London, including the newly opened Silvertown Tunnel and the wider-TfL portfolio. 

This event provides an opportunity for engineers, policymakers, and practitioners to understand the report’s development, and how they can continue to deliver resilient, affordable, and future ready infrastructure for London.

He currently Chairs the Budget and Performance Committee. The committee is responsible for providing oversight of the mayoral budget across transport, policing and infrastructure development in London.

Chris Whitehouse is a Director at WSP who leads the Business Case Advisory team. He has extensive experience in making the case for major transport infrastructure investment. He led WSP’s technical input into ‘Generating land value to grow London’, a report produced with BusinessLDN and provided evidence to the Budget and Performance Committee of the London Assembly on unlocking development through innovative funding routes.

He holds an MBA from Warwick Business School and a Master’s degree in Operation and Maintenance of Infrastructure. With over 15 years of experience delivering and operating major infrastructure projects across both publicly and privately financed delivery models, he has held leadership roles on other landmark projects in London, including the Northern Line Extension to Battersea and the Thames Tideway Tunnel.

Manish Gupta

Manish Gupta is the Group Corporate Finance Director at Transport for London (TfL), where he plays a key role in strategic financial management of one of the most complex integrated transport networks globally. Since joining in March 2024, Manish has led TfL’s re-entry into capital markets by way of LSE listed public bonds and has had a critical role in several priority initiatives including DLR Thamesmead, outsourcing of London Overground and Places for London, TfL’s property subsidiary. Manish is also an NED for Translink in Northern Ireland and Trustee for Pratham, an education focussed charity. Previously, Manish worked for 19 years at EY LLP in London, where he was one of the lead Infrastructure sector Partners. He has also worked with the US Infrastructure developer Bechtel Enterprises in London and Mumbai. Throughout his 30+ years of career in Infrastructure Corporate Finance, Manish has worked with Governments, Corporates and Infrastructure Funds advising on Strategy, Project Structuring, M&A and Capital Raising. As an Infrastructure professional, the projects and businesses Manish has been involved with have a direct positive impact on living standards and contribute in long-term economic growth.
