ICE Strategy Session: contracts, climate change and infrastructure

Janet Young

Dr Janet Young CBE is the director general and secretary at the ICE.

Janet leads the organisation, working in partnership with a trustee board and a team of senior executives.

This includes delivering the ICE’s strategy, and essential services such as member qualifications, furthering knowledge and innovation and advocacy.

Janet’s role is outward facing, representing the ICE to members, industry, academia and governments.

She is the infrastructure sector lead on the UK government’s Construction Leadership Council (CLC).

Janet has extensive experience in the built environment. She is a chartered surveyor and Fellow of the ICE, RICS and Royal Engineers.

Her previous role was the government head of the property profession at the Cabinet Office.

She has also delivered major transformation and capital programmes for the Ministry of Justice (MoJ), Foreign & Commonwealth Office (FCO) and Department for Education (DfE) and was the global estates director at the British Council.

Lewis Barlow

Lewis Barlow is the ICE’s Trustee for Carbon and Climate and a leading expert in whole life infrastructure decarbonisation. With over 25 years of experience, he advises local authorities, developers and governments on achieving net zero.

Lewis has managed environmental risks and minimised carbon emissions on projects around the world, earning international recognition for his contributions to the climate crisis. 

As a regular guest lecturer and ICE Tutor, Lewis promotes professional development and actively shares best practice on carbon reduction. He authored and continues to present the ICE’s Carbon Management in Infrastructure and Carbon in Infrastructure Procurement courses. 

Instrumental in developing new carbon management technical guidance and policy, Lewis has significantly impacted major projects and programmes, including through his secondment to the Scottish Government, where he worked on the £5 billion City and Regional Growth Deals capital investment programme. 

Lewis plays a pivotal role in shaping the ICE’s approach to infrastructure decarbonisation, steering the ICE’s Carbon Management Plan and contributing to PAS 2080: Carbon Management in Buildings and Infrastructure.

He advocates for the uptake of PAS 2080 and emphasises the vital role of civil and infrastructure engineers in connecting national net zero targets with project delivery. 

Anne-Marie Friel

Anne-Marie Friel is a transactional infrastructure and construction partner at Pinsent Masons, with 25 years of experience advising on major projects. She holds particular expertise in NEC contracts, collaborative contracting and joint ventures.   

Camilla ter Haar

Camilla ter Haar is a barrister specialising in domestic and international litigation and arbitration. Her practice spans construction and infrastructure disputes, as well as commercial and financial services work, in which she acts as both sole counsel and as part of a larger counsel team. 

Alongside her practice, she is co-host of the podcast Construction and the Climate; co-author of the book Remedies in Construction Law; co-editor of the book The Law of Net Zero and Nature Positive; and co-founder of the Klosters Forum, a Swiss-based environmental discussion forum.
