Overview

What role can construction contracts play in tackling climate change and improving sustainability in the infrastructure sector? Join us at our next ICE Strategy Session to find out.

A panel of legal and sustainability specialists will share examples of how contracts can create a framework to accelerate the decarbonisation of infrastructure and the uptake of nature-positive solutions.

The speakers will discuss projects and initiatives they have worked on to address climate change and meet net-zero goals.

They will also highlight the importance of working collaboratively to achieve faster and more effective outcomes.

After this session, at 11:00-12:30, a second session will showcase the work the ICE President’s Future Leaders have been doing to improve understanding of the interrelationships between natural and built environment systems. Please register to attend this event.

Janet Young

Dr Janet Young joined the ICE as director general and secretary in January 2023.

She has extensive experience in the built environment sector, having most recently worked in the Cabinet Office where she was head of the Government Property Profession, leading the profession and driving the agenda for the property and estates function.

She has also been global director of estates for the British Council, director of estates for the Ministry of Justice, and head of asset management in the Foreign and Commonwealth Office.

She is a Major Projects Leadership Academy graduate of the Saïd Business School, and a Fellow of the Institution of Civil Engineers, Institution of Royal Engineers, and Royal Institution of Chartered Surveyors.

Her PhD, Towards Zero Energy Buildings, looked at the challenges and solutions for low carbon and energy developments.

Lewis Barlow

Lewis Barlow is the ICE’s Trustee for Carbon and Climate and a leading expert in whole life infrastructure decarbonisation. With over 25 years of experience, he advises local authorities, developers and governments on achieving net zero.

Lewis has managed environmental risks and minimised carbon emissions on projects around the world, earning international recognition for his contributions to the climate crisis. 

As a regular guest lecturer and ICE Tutor, Lewis promotes professional development and actively shares best practice on carbon reduction. He authored and continues to present the ICE’s Carbon Management in Infrastructure and Carbon in Infrastructure Procurement courses. 

Instrumental in developing new carbon management technical guidance and policy, Lewis has significantly impacted major projects and programmes, including through his secondment to the Scottish Government, where he worked on the £5 billion City and Regional Growth Deals capital investment programme. 

Lewis plays a pivotal role in shaping the ICE’s approach to infrastructure decarbonisation, steering the ICE’s Carbon Management Plan and contributing to PAS 2080: Carbon Management in Buildings and Infrastructure.

He advocates for the uptake of PAS 2080 and emphasises the vital role of civil and infrastructure engineers in connecting national net zero targets with project delivery.

Anne-Marie Friel

Anne-Marie Friel is a transactional infrastructure and construction partner at Pinsent Masons, with 25 years of experience advising on major projects. She holds particular expertise in NEC contracts, collaborative contracting and joint ventures.   

Friel is currently advising a European public-sector transport operator on the approach to the implementation of ambitious sustainability targets in its supplier contracts on a major new transport development.  

She has been a steering group member of the respected Net Zero Infrastructure Industry Coalition since 2019. She co-leads the UK’s Digital Twin Hub, Governance and Trust working group.  

Friel authored the procurement chapter in the Manifesto on Achieving Carbon and Resource Neutrality in the European Construction Sector, published in December 2023 by three European industry bodies: the European International Contractors (EIC), the European Construction Industry Federation (FIEC) and the European Network of Construction Companies for Research and Development (Encord). 

She was also lead author of Procurement and Contracting for Climate Change Data and Digital Solutions, an academic paper published in 2023 in the ICE journal Civil Engineering.

Andrew Kidd is leading National Highways’ approach to the decarbonisation of the Lower Thames Crossing. He is demonstrating that deep decarbonisation of infrastructure construction is possible and is making the project a pathfinder for the industry. 

Kidd has 20 years’ experience in delivering capital investment in infrastructure in both the public and private sectors. He has held senior leadership roles in multibillion-pound transport programmes and has advised project and business leaders.
