Overview

The Truro Sports Hub at Boscawen Park is a regeneration project funded through the Truro Town Deal, delivering new and enhanced indoor and outdoor sports and community facilities for the city. The scheme forms part of a wider programme of investment at Boscawen Park, including a new multi use sports hub building, upgraded sports pitches and significant improvements to the surrounding public realm.

This talk will focus on the 3D utility survey and service modelling works undertaken during the project, showcasing how digital surveying techniques and Building Information Modelling (BIM) processes were used to support design development, reduce risk and improve coordination on a constrained site.
 
The session will provide insights into how high-quality 3D utility data was captured and translated into coordinated service models, enabling effective clash detection, informed design decision making and BIM compliance in line with modern digital delivery expectations.

The presentation will also explore how early identification of underground constraints helped minimise rework, reduce construction risk and build stakeholder confidence as the project progressed.

Josh Lockyear

Josh Lockyear BA (Hons) MCInstCES is survey director at Kemp and the primary point of contact for clients commissioning utility surveys. He leads tendering activities, coordinates work scheduling across surveying teams and is responsible for quality assurance of all utility drawings and deliverables.

Josh joined Kemp in 2013 following completion of his degree, entering the profession through an apprenticeship route and progressing rapidly into senior leadership. He is a member of the Chartered Institution of Civil Engineering Surveyors and holds a ProQual Level 5 qualification in utility mapping and surveying.

He has played a key role in the adoption of advanced surveying technologies, including multi-array ground penetrating radar, laser scanning, and crawler camera systems. Josh has also led improvements in client deliverables through the integration of 3D modelling and enhanced technical reporting. His project experience includes major schemes such as Penryn Campus, A30 drainage as-built surveys, Devonport Dockyard and the regional Nightingale Hospital.
