ICE President Jim Hall gives an update from the latest trustee board meeting.

At their third meeting of the 2025 session, trustees provided feedback on the strategy review, discussed the annual report and accounts and examined the ICE’s latest safety risk review.

They also discussed subscriptions and fees from 2026. 

Strategy review

Following our session in Belfast in February, trustees have been working alongside the executive team on developing the ICE’s next five-year strategy following feedback from council and committee members from across the ICE.  

Thank you to those who contributed their invaluable feedback, which was used to consider what the ICE’s key priorities should be in future.  

The executive team will now develop a first draft of the five-year strategy for review in our June trustee board meeting.  

Annual report and accounts

The chief financial officer presented the annual reports and accounts to the trustees for their feedback.  

The document is a consolidated view of the ICE’s achievements across 2024.

It provides us with a good opportunity to showcase the great work done by volunteers and staff, as well as providing the financial and governance reporting required by the Charity Commission.  

The annual report for 2024 will be published online in late April, so please do keep an eye out for it.   

Subscription rate and fees

The chief financial officer presented the different options for subscription rates and fees from 2026.

She highlighted that, on average, subscriptions and fees have not kept up with inflation since 2011, which has resulted in them being five percent lower now than they would otherwise have been.   

Given the ambitious programmes set to be delivered in the coming years, coupled with the recent increase in employers’ National Insurance contributions, trustees felt an increase in subscriptions was fair and would allow the ICE to continue to deliver a high level of service to members.  

Having discussed the various options presented by the chief financial officer, a proposed 4.2% increase across all subscriptions and fees was deemed to be appropriate.  

In line with the institution’s by-laws, all eligible members will now be balloted on the proposal.  

As you will see in the annual report, the depth and breadth of work the ICE undertakes on your behalf shows that even with this modest increase, the subscriptions and fees represent remarkable value for money.

The trustees and I strongly encourage you to vote in favour of the proposal when the time comes, so that we can ensure your professional home continues to thrive.  

Safety risk review

In April 2024, the trustee board established a ‘task and finish’ group led by past President Paul Sheffield to review the evolving safety risk landscape in civil and infrastructure engineering.

The aim of the review was to ensure the institution’s work aligns with the needs of its members and the wider industry.  

The ICE’s director of engineering knowledge presented the key findings from the report.

Trustees agreed with the central recommendation that the ICE should prioritise safety risk and provided additional feedback on the recommendations.  

The finalised report will be published in July in time for the Inspiring Engineering Excellence conference.
