The ICE responds to a Ministry of Housing, Communities and Local Government consultation on changes to the UK’s planning system.
The ICE’s response to the Ministry of Housing, Communities & Local Government (MHCLG) consultation on the National Planning Policy Framework (NPPF) focused on the following areas:
- Strengthening the ‘duty to cooperate’.
- Unlocking the development of previously developed land (PDL) is important to create a more flexible planning system.
- The government needs to implement Schedule 3 of the Flood and Water Management Act as soon as possible.
- The delivery of accessible blue-green infrastructure (BGI) is key to securing benefits for nature as well as public access to green spaces where green belt release occurs.
- Large onshore wind projects should be reintegrated into the Nationally Significant Infrastructure Projects (NSIP) regime.
- Climate resilience and adaptation measures must be prioritised within national planning policy.
- The NPPF needs to focus more heavily on a nature-first approach in the design and delivery of infrastructure.
