Financing low-carbon infrastructure: a practical guide for civil engineers

This working paper sets out ICE’s plans for a wider report that will equip civil engineers with the knowledge they need to engage in an informed discussion on the financing of low-carbon infrastructure projects.

The report is intended to provide clear guidance and practical tools to help civil engineers understand and influence the newly emerging ‘green investment’ market.

Decision-makers, investors and project developers will gain access to information on civil engineering as well as green financing to help drive a systemic, holistic approach to boosting low-carbon infrastructure development.

The report will aim to answer questions such as:

• Why do civil engineers need to know about low-carbon financing models?
• What expertise should the engineering community bring to the table, to ensure the transition to low-carbon and resilient infrastructure?
• What practical tools do we currently have to influence the direction of travel?
• Why should government and the investor community involve civil engineers in the planning process?

The project team is led by Andy Milner, executive chairman of Matrix Networks Group.

This working paper is based on initial desk research, a literature review and interviews with key industry stakeholders.
