This presentation explores the specific safety and ventilation challenges associated with tunnel and underground infrastructures, drawing on European incident history to highlight evolving risks and lessons learned. It reviews the increasing technical, operational, and administrative requirements for tunnels across Europe, while highlighting significant differences in national approaches and the resulting complexity for project stakeholders. Although standards play a key role in structuring design and ensuring a common safety baseline, their interpretation and application vary widely, underlining the need for engineering judgment beyond prescriptive frameworks.

Recognizing that safety requires a holistic, system-level approach, the presentation examines the key functions of tunnel ventilation, including smoke control, pollutant management, and emergency response support. It further discusses the main challenges in defining optimal ventilation solutions and presents the range of strategies and systems available, from longitudinal to transverse strategies. Key design considerations and equipment are outlined, with a focus on performance, reliability, and adaptability. Finally, the presentation demonstrates how integrated engineering approaches can optimize both civil works and lifecycle costs, delivering tangible benefits to asset owners through enhanced safety, operational efficiency, and regulatory compliance.

Raphaël Defert

An expert in risk management and safety, Mr Raphaël Defert has been conducting a wide range of studies and assessments for over 25 years. In the field of underground infrastructure safety, he has played an active role in studies for over a hundred road and rail/metro tunnels in France, Switzerland and abroad, including safety concepts, hazard studies, quantitative risk assessments, fire modeling, operating organization, emergency plans, drills, feedback, etc.

He is also an accredited expert for road tunnels. An active member of the World Road Association's Tunnel Committee, he plays an active role in developing methods, guides and models for national and international bodies. In the field of industrial risks, he has carried out over a hundred studies in Switzerland and France. He also carries out numerous RAMS (Reliability Availability Maintainability Safety) risk analyses for complex systems. Finally, he participates in numerous studies related to the risks associated with new energies. Author of numerous publications in the field of tunnel safety and a professional trainer, he has also been teaching Risk Management at the École Polytechnique Fédérale de Lausanne for the past 10 years.

Patrik Ohnesorge

Mr OHNESORGE Patrik has extensive experience in the field of ventilation planning in Switzerland and abroad. He specialises in the ventilation of road and rail tunnels, construction ventilation and risk and safety analyses. He has 18 years of professional experience, most recently as a project manager for large-scale ventilation projects.

In this role, he has worked on various road and railway projects throughout all project phases, from the planning study/variant studies to commissioning. In addition to his professional experience and specialist knowledge, his strengths also include excellent communication skills, the ability to work in a team and with flexibility. He performs well under pressure and has extensive language skills. Open communication, the ability to explain complex technical solutions and identifying process improvements are to be emphasized as particular strengths.
