Overview

The first webinar in a series of 3 will examine health issues within the construction industry and is targeted towards the Early Careers Network.  

This webinar will open with the Health & Safety Executive for Northern Ireland detailing how their Corporate Plan 2023-2028 will examine health aspects within Construction.  

Speakers from the ICENI H&S Special Interest Group will also examine occupational diseases and lung diseases with the construction industry.

Liam Baxter

Liam Baxter is a Chartered Civil Engineer, has a diploma in Health & Safety and is a Chartered Member of IOSH. Liam is an Associate in the Construction Design Management (CDM) Team with over 20 years’ experience initially on a wide range of civil engineering projects and for the last 8 years has specialised in CDM.  His CDM experience includes Principal Designer and PSDP (on ROI projects) for a wide variety of works such as hospitals, marine works, infrastructure, commercial office developments, education and airports.  Recent key Principal Designer roles which Liam has been involved include Carlingford Lough Greenway, the Greenlink Interconnector and Altnagelvin Hospital Restaurant.

Bryan Monson

Bryan grew up on a farm on the Ards peninsula in the East of Northern Ireland before attending the Queens University of Belfast where he was awarded a PhD in Geology. Following work on a number of mining and mining exploration projects in Europe and North America, he joined the Health and Safety Executive for Northern Ireland in 1994, where he progressed through various positions, becoming Principal Inspector of the Extractive Industries, Explosives and Local Authorities Group in 2000.  In April 2003 he moved to lead the HSENI Major Hazards Unit.  

 In February 2006 Bryan was promoted to the position of deputy chief executive of HSENI where he has held positions as head of HSENI’s Compliance Division and  Support Division with responsibility for, amongst other things, major hazards, transport, health issues, scientific services and compliance activities.

Bryan currently heads up HSENI’s Field Operations Division responsible for agriculture, construction, manufacturing and extractive industries, waste and explosives.

David Agnew

David is AECOM’s Environment Water & Energy (EWE) End Market Principal Designer (PD) Lead for the United Kingdom & Ireland. Through this role David delivers PD and CDMA services on variety of projects, manages a team PDs and CDMAs, and drives compliance assurance and competence standards across the AECOMs EWE end market.

David is a Chartered Civil Engineer (MICE CEng), Institution of Civil Engineers (Health and Safety Registered) and Incorporated Member of the Association of Project Safety. 

With 30 years’ experience in Wastewater Treatment, Wastewater Infrastructure, Landfill, Windfarm, Sports Pitch and Building projects, David leads and works within teams delivering projects for both public and private clients. 

David is committed to improving Health and Safety in the construction industry. He is a member of the Institution of Civil Engineers (Northern Ireland) Health and Safety Special Interest Group and regularly contributes to their seminars. David is also a member of the Environment Agency’s SHEW Designers Forum and Northern Ireland Waters Senior Leadership H&S Collaboration Group.
