Karen Dolan

Karen Dolan is a chartered civil engineer and a technical director in Doran Consulting.  Karen works closely with Clients, Contractors and Designers to ensure that projects are delivered via best practice in Health and Safety and to the highest possible standard of the Construction (Design and Management) Regulations.  

Karen has extensive experience in providing principal designer and PSDP services for civil, structural, marine, public health, infrastructure sectors working via direct appointments, D&B projects and Frameworks. 

Recent high profile projects were Karen has provided principal designer services include the new Causeway Distillery for Old Bushmills Distillery, Project Curium London Luton Airport comprising new departures pier and terminal extension, City Quays 1 & 2 Office Developments, City Quays Hotel and the new Belfast Grand Central Station.

Prior to working in the CDM / principal designer role, Karen has civil engineering design and project management experience ranging from project design of water treatment schemes, to design, contract documentation and administration of water supply, sewerage, wastewater treatment schemes, harbour refurbishment and leisure projects. 

Louis Burns

Having graduated from Queen’s University Belfast, Louis obtained a MA in Industrial Psychology (First Class) in 1992 from University College Dublin. Following this he trained and worked as a health and safety consultant and then took up a position of safety manager with Guinness Northern Ireland Limited. Louis then became the business risk manager with Guinness Limited (formerly Guinness Brewing Worldwide) until he joined the Health and Safety Executive for Northern Ireland (HSENI).

On joining HSENI, Louis has been an inspector in the disciplined services sector. During this period he developed and reviewed HSENI’s policies and procedures on investigation and prosecutions. In 2005 he became a principal inspector and in 2007 he set up HSENI’s Major Investigation Team where he was responsible for the management and oversight of investigations and prosecutions arising out of fatalities and the most serious accidents at work in Northern Ireland.

David C. Lowry

David started his career as a construction site engineer, then a site manager for a multi-national construction company, on several high-profile projects in Northern Ireland before moving into SH&E within construction, working on multi-million-pound projects across the UK and Ireland.

After a decade working for a principal contractor, David moved to Translink (Northern Ireland Railways) and become responsible for the Rail Infrastructure Manager Safety Management System with a keen focus on track worker safety, culture and assurance.

David, now head of infrastructure & projects SH&E for Translink, is responsible for leading rail infrastructure and construction safety, health and environment. David leads a highly driven team of SH&E professionals focussed on ensuring passenger, staff, infrastructure and environmental safety whilst Translink maintain operational facilities and approx. £280M worth of annual capital investment in construction projects.

Andrew Cooke

Andrew is the safety, health, and environmental sustainability director of GRAHAM, who specialise in building, civil engineering, interior fit-out, facilities management and investments across the UK and Ireland.

He has worked with GRAHAM since 1991, and has held a various engineering, project management and central management roles in the company before taking up his current position in 2007. Andrew leads the Safety Culture and Climate Programme and is a behavioural safety coach & mental health first aider.

Andrew holds degrees in both law and civil engineering and has been a guest speaker at numerous seminars on both construction safety and behavioural safety culture.
