Overview

The Haverfordwest Footbridge is a transformational civil engineering project at the heart of Pembrokeshire’s regeneration strategy.

Delivered in partnership with Pembrokeshire County Council, the scheme replaces an outdated structure with a landmark bridge that reconnects the town centre, improves accessibility, and enhances the historic setting of Haverfordwest Castle.

The project demonstrates excellence in concept, with a design that balances heritage sensitivity and modern requirements. Innovative construction methods, including a complex night-time crane lift, overcame significant logistical and environmental constraints.

The team’s collaborative approach ensured safe delivery, value engineering, and strong stakeholder engagement.

Social value was maximised through local employment, skills development, and community initiatives.

The project sets a benchmark for engineering-led regeneration, delivering lasting benefits for residents, businesses, and visitors.

It exemplifies the highest standards of civil engineering in Wales, combining technical achievement, partnership working, and positive community impact.

This is a presentation from the architect, structural designers, fabricators and the principal contractor that delivered this unique structure.

The discussion details how the bridge developed from concept design through to installation including the use of one of the largest cranes in the UK for the bridge lift.

Tom Morris

Tom Morris is a Chartered Civil Engineer with over 20 years of experience in the civil engineering industry.

Tom has worked on a wide range of infrastructure and civil engineering schemes throughout the UK, delivering projects across the highways, water, energy, structures, and public realm sectors.

Since joining Walters in 2019, he has successfully delivered several key schemes including the Brocastle Infrastructure Project and the Pyle Community Recycling Centre project for Bridgend County Borough Council.

Tom held a number of senior engineering and project management roles on major infrastructure projects, including award-winning bridge refurbishment and large-scale transport schemes in Wales.

Most recently, Tom acted as project manager for Walters on the Haverfordwest Signature Footbridge project, overseeing all stages of the scheme from planning and design coordination through to construction and successful project delivery.

The project has become a landmark structure for the town, providing an important pedestrian link while enhancing the surrounding public realm.

Andrew Smith

Andrew has extensive experience working in the Structural Steelwork industry since leaving school in 1985, and has been employed in a variety of roles and involved in projects of varying sizes and complexity.

Having spent the initial years of his career working in the Drawing Office environment, Andrew now has over 20 years’ experience working in a project management role, ensuring that programme expectations are met and the works on site are provided in a safe manner and relevant qualifications relating to work on site have also been acquired, including being a qualified A61 Appointed Person.

Andrew has experience being based on-site for some of the bespoke projects he has worked on, including spending over two years working within the constraints of a classified nuclear site environment, the London Aquatics Centre structure, early development works at Battersea Power Station and the East Stand extension at Twickenham Stadium.

Jose also broadened his expertise into aviation infrastructure, serving as technical led for the structural design of the barrel roof system at Southwest Florida International Airport Terminal Expansion —extending his bridge engineering background into complex building environments.

Julian Hakes is an award-winning architect and architectural bridge designer. He has been involved in the design of landmark bridges and active travel routes for over 25 years.

Prior to joining AtkinsRéalis he ran his own bridge design team and worked on several of the UK’s millennium bridge projects and has designed bridges in USA, Europe, and Middle East. Julian is lead for architectural bridge design and special projects within AtkinsRéalis. He works closely with client and design team members to create efficient, elegant, and innovative low carbon driven response to the project brief.
