head of major projects, frameworks and contracts
Philip is Head of Major Projects, Frameworks and Contracts for Translink. Since taking up position in November 2019, Philip has been responsible for heading up Translink’s major projects, including as Senior Responsible Owner at the Belfast Transport Hub. He is also responsible for Translink’s Frameworks and Contracts Department, Portfolio Management Office and BIM support across the Infrastructure & Projects Division.
A Chartered Civil Engineer and Fellow of the Institution of Civil Engineers (ICE), Philip has extensive construction experience, having worked for 26 years for Graham Construction. As Engineering Director there, he was responsible for engineering support for their civil engineering projects, including design development, value engineering and temporary works.
In recent years, he was responsible for delivering a number of high-profile projects including Dargan Bridge in Dublin, Stobcross On-Ramp Refurbishment at Kingston Bridge in Glasgow, Samuel Beckett Bridge in Dublin, Peace Bridge in Derry / Londonderry, Dounreay Low Level Waste Vaults in Scotland Tennison Road Bridge in London and Green Port Hull.
Philip served as Chairman of ICE in Northern Ireland in 2017-18 and Vice-Chair from 2014-17. He is a Supervising Civil Engineer and a Reviewer for ICE. He is a former member of the Editorial Advisory Panel for ICE’s Bridge Engineering Journal and has authored four papers published there, winning the John Henry Garrood King Medal in 2012 for his paper on the Samuel Beckett Bridge in Dublin. He has also been awarded the Ferguson Medal in 2003, 2007, 2012 and 2016 for the best paper presented to ICE’s Northern Ireland region.
Philip is married with 3 boys aged 24, 22 and 19 and is a keen cyclist and advocate for active travel.

senior programme manager
Louise Sterritt is senior programme manager for the Infrastructure Major Projects’ Department in Translink. She is currently responsible for providing leadership in the design, construction, commercial management and programme delivery for Belfast Grand Central Station. She manages the collaborative project delivery team including associated consultant teams and contractors.
Louise is a Chartered member of ICE and has over 20 years’ experience in civil engineering and project and programme management. Since joining Translink as a project manager in 2006 she has managed large property construction and park and ride projects. In addition to a programme of station upgrade projects, she also led the project and programme management of the high profile Portrush Train Station project completed in advance of the 2019 Golf Open.
