Design for transport in Wales: a new direction

Lee Waters

Lee Waters is the Member of the Senedd for the Llanelli constituency. He was born and raised in Carmarthenshire. He was educated in Brynamman and Ammanford and gained a degree in Politics from the University of Wales, Aberystwyth. His policy interests are wide-ranging, including the economy, climate change, provision for looked after children, digital policy and the media.
Before being elected in May 2016, Lee was Director of Wales's leading independent think-tank, the Institute of Welsh Affairs. He previously ran the sustainable transport charity Sustrans Cymru where he led the campaign for the Active Travel Act. He is a former Chief Political Correspondent of ITV Wales and BBC Wales producer.
On 13 December 2018, he was appointed Deputy Minister for Economy and Transport. Lee was appointed Deputy Minister for Climate Change on 13 May 2021.

Prof. Glenn Lyons

Glenn is the Mott MacDonald professor of future mobility at the University of the West of England, Bristol. With a career-long focus on understanding and influencing travel behaviour in the context of continuing social and technological change, Glenn specialises now in vision-led strategic planning for an uncertain world in the face of a climate emergency. For the last year he has been a member of the Wales Roads Review Panel.

Catriona Lloyd

Catriona is Transport for Wales’ consultancy manager. A civil engineer by background, Catriona has significant experience of the transport sector in Wales. She has led the development of the consultancy team at Transport for Wales, which now advises on, develops and delivers the key transport planning ambitions of the Welsh Government. Catriona has been involved in a range of procurement and tendering exercises alongside service delivery: as client, client’s adviser, and tenderer. Working closely with the Welsh Government, the Transport for Wales consultancy team are developing strategic regional transport programmes and business cases, in order to realize the vision of the Wales Transport Strategy.

Lewis Barlow

Lewis Barlow is the ICE’s Trustee for Carbon and Climate and a leading expert in whole life infrastructure decarbonisation. With over 25 years of experience, he advises local authorities, developers and governments on achieving net zero.

Lewis has managed environmental risks and minimised carbon emissions on projects around the world, earning international recognition for his contributions to the climate crisis. 

As a regular guest lecturer and ICE Tutor, Lewis promotes professional development and actively shares best practice on carbon reduction. He authored and continues to present the ICE’s Carbon Management in Infrastructure and Carbon in Infrastructure Procurement courses. 

Instrumental in developing new carbon management technical guidance and policy, Lewis has significantly impacted major projects and programmes, including through his secondment to the Scottish Government, where he worked on the £5 billion City and Regional Growth Deals capital investment programme. 

Lewis plays a pivotal role in shaping the ICE’s approach to infrastructure decarbonisation, steering the ICE’s Carbon Management Plan and contributing to PAS 2080: Carbon Management in Buildings and Infrastructure.

He advocates for the uptake of PAS 2080 and emphasises the vital role of civil and infrastructure engineers in connecting national net zero targets with project delivery. 

Andy Falleyn

Andy Falleyn BSc CEng MICE
Andy is a Welsh Government Deputy Director and Chief Highway Engineer and leads the Strategic Road Network Division responsible for the maintenance, operation and enhancement of the Welsh strategic trunk road and motorway network.

David Beer

David is an experienced consumer advocate and senior professional, with strong skills in influencing policy, securing improvements in service delivery and hands-on customer service management.

He has over 40 years’ experience within the transport industry, including more than ten years at independent watchdog Transport Focus, promoting user interests. David leads our work in Wales and our Wales subsidiary, building key relationships across national and local government, Senedd, rail and bus industries and passenger groups; raising issues from an evidence base to influence improvements for passengers, policy and investment. He provides challenge and holds to account through positions on the Welsh Government Transport Performance Board, Network Rail Wales Route Supervisory Board and currently chairing the Transport for Wales Advisory Panel.

Across England, David has a leading role working with bus and tram stakeholders for major passenger surveys, national bus strategy and supporting policy issues.

Prior to joining Transport Focus, David held a number of roles at Greater Manchester PTE (now TfGM), including senior responsibility for passenger information. He is a member of the Chartered Institute of Marketing and a chartered member of the Chartered Institute of Logistics and Transport.
