Overview
This conference will feature and discuss a wide range of current issues relating to flooding in Wales.
Without appropriate flood risk planning and management, there can be serious and indeed tragic consequences of flooding. It is important for experts – to inform the public of the consequences of flooding, and be strong advocates of the way that flood risk is managed: We must change the way that flooding is viewed and engage with the public, particularly with groups who wouldn’t normally know what civil engineering is.
Join us as we discuss best practice, hear from the Welsh Minister on her policies and programmes, and how we must ensure that the everyone are adequately informed of flood prevention and the mitigation measures, and what they can do to plan for the possibility of flooding.

Julie James MS
Julie was born in Swansea but spent significant portions of her youth living around the world with her family. Julie spent her early career in London and then moved back to Swansea with her husband and family.
Julie is a committed green campaigner, environmentalist. Until she was elected as Member of the Senedd for Swansea West, Julie was a leading environmental and constitutional lawyer. She spent most of her legal career in local government, working as a policy lawyer with the London Borough of Camden before returning to Swansea to work for West Glamorgan County Council and then the City and County of Swansea.
Since being elected Julie sat on the Constitutional and Legislative Affairs Committee, Enterprise and Business Committee and Environment and Sustainability Committee. Julie published the ‘Influencing the Modernisation of EU Procurement Policy’ Report as Chair of the Enterprise and Business Committee’s Procurement Task and Finish Group. Julie James was appointed Deputy Minister for Skills and Technology in September 2014.
In May 2016 Julie was appointed as Minister for Skills and Science. Julie was appointed Leader of the House and Chief Whip on 3 November 2017. On 13 December 2018 Julie was appointed Minister for Housing and Local Government. Julie was appointed Minister for Climate Change on 13 May 2021.

Francesca Moore
Fran is Binnies’ natural capital assessment specialist, with over 15 years’ experience in valuing the benefits of nature-recovery for investment planning. She works in a range of sectors for both the public and private sector, including water, flood risk, conservation, energy, transport and economic development.
Her work helps to shape infrastructure programmes in the UK; she recently set up a Natural Capital Assessment Framework for the River Thames Scheme for the Environment Agency, currently the largest flood risk infrastructure project in the UK.
Fran is currently working on projects aligning nature recovery opportunities with ‘routes to market’ (Carbon Codes, BNG, Nutrient Neutrality) via innovative finance mechanisms.

Rebecca is a CIWEM chartered water environment professional at JBA Consulting, principally specialising in fluvial geomorphology and river restoration but with experience also in natural flood risk management. After completing a BSc degree in Physical Geography Rebecca went on to achieve a MSc in Sustainable Water Management at Lancaster University.
Rebecca works as a senior fluvial geomorphologist at JBA and manages the Geomorphology team, with her primary work area focusing on river restoration feasibility and design, and technical input into infrastructure schemes.

Emma is a technical director for nature-based solutions and our Natural Flood Management Lead at Mott MacDonald. Emma is lead author of the exciting new CIRIA Natural Flood Management Manual and has recently won our internal Thought Leadership Award for her work promoting nature based solutions. She oversaw the flagship Leeds scheme to work with nature to reduce flood risk and helped develop the award winning NFM Sites digital platform to manage the conception, delivery and management of 100s of sites in tandem.
Emma also coordinates technical activities for Mott MacDonald’s water resources and flooding technical practice across Europe, seeking to improve the way the company does things and encouraging excellence. She co-leads a team of over 100 professionals working in the UK water resources and flooding team.

Oana has been working for Arup since 2015 and is a Chartered Water Engineer specialising in Nature-based Solutions. She has extensive experience in hydrological assessments, flood risk management and she was awarded a PhD for her research in Natural Flood Management (NFM) and climate adaptation.
Oana is passionate about working with natural processes at catchment scale to provide solutions that promote multiple benefits for ecosystem services and has led a variety of projects investigating the technical feasibility of Nature-based Solutions on small- and large-scale catchments.

Kath Wellard
Kath has a wide range of experience in marine and coastal environmental management and assessment, working on all manner of planning, policy and development projects from Shoreline Management Plans to coastal defences to renewables, marine planning and Swansea Bay Tidal Lagoon, advising on EIAs, marine licensing, integration with land use planning and Habitats Regulations.
She worked on the development of the Marine and Coastal Access Act while at the Welsh Government and has also worked as a Researcher for the National Assembly for Wales (now Senedd). She is currently working with Pembrokeshire County Council on the Newgale Coastal Adaptation Project and is also a Director of Pembrokeshire Coastal Forum
