Decarbonisation community forum: aligning cost, carbon and net zero

Lewis Barlow

Lewis Barlow is the ICE’s Trustee for Carbon and Climate and a leading expert in whole life infrastructure decarbonisation. With over 25 years of experience, he advises local authorities, developers and governments on achieving net zero.

Lewis has managed environmental risks and minimised carbon emissions on projects around the world, earning international recognition for his contributions to the climate crisis. 

As a regular guest lecturer and ICE Tutor, Lewis promotes professional development and actively shares best practice on carbon reduction. He authored and continues to present the ICE’s Carbon Management in Infrastructure and Carbon in Infrastructure Procurement courses. 

Instrumental in developing new carbon management technical guidance and policy, Lewis has significantly impacted major projects and programmes, including through his secondment to the Scottish Government, where he worked on the £5 billion City and Regional Growth Deals capital investment programme. 

Lewis plays a pivotal role in shaping the ICE’s approach to infrastructure decarbonisation, steering the ICE’s Carbon Management Plan and contributing to PAS 2080: Carbon Management in Buildings and Infrastructure.

He advocates for the uptake of PAS 2080 and emphasises the vital role of civil and infrastructure engineers in connecting national net zero targets with project delivery. 

Rachel Skinner CBE

A member of WSP’s senior leadership team, Rachel Skinner works to raise the profile of the global firm’s UK business and protect its reputation. Previously, she led its 600-strong UK transport planning and advisory team.

In 2020-21, Skinner served as the 156th ICE President, becoming the youngest person to take that office. She holds a range of non-executive roles and is a patron of not-for-profit campaign group Women in Transport, having been a founding board member. She is also a patron of the Women’s Engineering Society.

A Chartered Engineer and chartered transport planner, she was elected as a fellow of the Royal Academy of Engineering in 2019. Skinner holds honorary doctorates from the universities of Leeds and Exeter for services to engineering and industry diversity. She is also an honorary fellow of the Society for the Environment. 

In 2022, Skinner was awarded a CBE for services to infrastructure.

Katie Clemence-Jackson

Katie Clemence-Jackson oversees the planning, development and delivery of the UK Net Zero Carbon Buildings Standard. She works with industry experts and stakeholder groups to support its adoption across the built environment and ensure that it complements other decarbonisation initiatives.  

Clemence-Jackson is also chair of the sustainability group at the Chartered Institution of Building Services Engineers. In this role, she brings together sustainability specialists to contribute to multidisciplinary discussions, share knowledge and raise awareness of emerging issues. 

Louise Long

A chartered member of the Chartered Institution of Civil Engineering Surveyors, Louise Long has more than 20 years’ experience in estimating and commercial management across major infrastructure projects. During this time, she has built expertise in areas including NEC contracts, supply chain pricing and risk management. 

She began her career in quantity surveying before moving into senior estimating, bid management and leadership roles with tier-one contractors and National Highways.  

As head of estimating for National Highways’ major projects and operations, she helps teams to make informed investment decisions. She also leads the development of carbon estimating, bringing together whole-life cost and carbon considerations.
