Overview

ICE’s 161st President, David Porter, launched his presidential theme in November 2025 – “You, me and ICE”. The core pillars of the theme are: 

  • Effective Communication: Moving away from purely technical jargon to focus on telling stories and explaining the societal impact of infrastructure projects in plain, non-technical language.
  • Bridging the Skills Gap: Using the ICE as a vital knowledge-sharing hub to upskill the next generation and ethically guide the adoption of emerging tech like AI.
  • Fostering Connections: Reconnecting engineers with each other, parallel professions (such as data scientists and economists), and the communities they serve

David Porter has been exceptionally busy during his presidential year in making sure that he has engaged with as many ICE members and others to spread the theme. 

ICE is proud to bring David Porter to Africa for an update on his presidential theme and to meet the ICE members and potential members throughout the Africa Region. Join us on Wednesday 16 September 2026 from 13h30 to 15h30 (Central Africa Time). 

The presentation will be followed by a virtual round table where participants can ask questions directly of the ICE President, and the ICE international staff on any ICE related topics. To allow for preparation, please drop your questions ahead of time into this online form to ensure that your questions will be answered.

David Porter

David Porter is director of engineering with the Department for Infrastructure, which is Northern Ireland’s highways authority. In this role, he is also the chief highways engineer and head of the civil engineering profession in the Northern Ireland civil service.

Porter is responsible for the development of the department’s professional and technical staff, engineering policies and standards, and health and safety. He also leads on procurement and the internal consultancy.

Previously, he was chief executive of the Rivers Agency, Northern Ireland’s flood defence and drainage authority.

Porter has served on the ICE Council three times, twice as the Northern Ireland representative and once as a general member. He is a trustee who, until recently, held the learning society portfolio. He has also served on several institution committees and panels.

A fellow of the Irish Academy of Engineering, Porter was awarded the Poskitt Medal by ICE Northern Ireland in 2017 and the President’s Award by Engineers Ireland in 2018.
