Bill Guo

Bill Guo FICE CEng MEng is a Fellow of ICE, a Chartered Civil Engineer and founder of AutomateX, missioned to accelerate AI adoption for the UK rail sector.

He works with rail businesses on AI transformation, from finding where AI fits in an operation through to implement AI-enabled transformations that last, combining railway domain knowledge, a strong engineering background and AI-native skills. Bill is vice chair, on the ICE London Regional Executive Board, and is hosting and moderating this event.

Frederick Levy

Frederick Levy is an associate director in KPMG’s Major Project Advisory practice and a Fellow with over 15 years’ experience in infrastructure, spanning civil engineering, project management, design, commercial strategy and major programme delivery. He has worked across complex rail and infrastructure environments, supporting clients on operating models, programme setup, procurement, governance, data strategy and business case development. He is the Chair of the London Regional Committee, sits on the Major Projects Association Studies and Knowledge committee and is passionate about infrastructure delivery, asset stewardship and developing future industry capability.

Ambrose McGuire

Ambrose is a senior programme director at AECOM. He is an executive level manager with client-side and professional advisory experience in the delivery of major infrastructure programmes. He has held board-level positions in two UK consulting practices and has been a statutory director of five professional services organisations. From 2017 to 2019 he held the role of programme director for the Cascade Joint Venture as technical partner to Highways England for the Lower Thames Crossing. He is now the business lead for AECOM’s programme management practice across Europe and India.

Dr Keith Bowers

Dr Keith Bowers has worked in civil engineering and transport infrastructure for 35 years and has extensive experience in the maintenance and operation of assets. Previously, he served as head of profession for civil engineering and built environment discipline at Transport for London and as head of tunnels for London Underground (LU), where he played a leading role in developing LU’s risk-based engineering management to support successful delivery of its capital programme. He has also promoted technological development and more efficient construction through the controlled adoption of new technologies.

While working on the Lower Thames Crossing (LTC), Dr Bowers utilised competitive dialogue in the procurement process and championed early contractor involvement (ECI). He has led the tunnels contract towards lower carbon construction and the drive for LTC to become a pathfinder project towards net zero. This encompasses all aspects of the construction and maintenance of low carbon infrastructure.

Dr Bowers is a steering group member of the Cambridge Centre for Smart Infrastructure and Construction, which specialises in adopting a whole-life, multi-disciplinary systems approach. He also collaborates across disciplines and with industry to drive pragmatic solutions to real-world challenges.
