The council has agreed to appoint Richard Bayfield as a succeeding vice president.
The ICE Council has confirmed Richard Bayfield as ICE vice president from November 2024, with a view to becoming president of the institution in November 2027, subject to interim annual election by the council.
He joins ICE Trustee Board members David Porter, Julie Wood, Lewis Barlow, Prof Priti Parikh, Lucy Rew, Ed Bingham and Liz Waugh.
They will work with incoming ICE President Prof Jim Hall.
ICE Trustee Board elections
This year, the ICE’s voting members will directly elect the final three members to the trustee board for the 2024-25 session.
Voting shall take place in the ICE Ballot, which opens on 3 June 2024.

Meet Richard Bayfield
Richard Bayfield began his career in construction working as a labourer on local construction sites in London during his school holidays.
He then studied civil engineering as a sandwich student (students whose courses include a one-year placement) at Surrey University.
He spent 13 years working for Costain on major projects, including the Thames Barrier, before moving to consultancy.
While at Costain, Bayfield received the Rowe and Maw scholarship to study for a part-time master’s degree in construction law at King’s College London.
After Costain, he has since held senior roles as a consultant and client.
Construction law
He is one of the four civil engineers who are honorary members of the Society of Construction Law (SCL), and he chaired it from 2003-4.
In 2006, he was appointed to be one of the six members of the construction minister’s sounding board, chaired by the late Sir Michael Latham, which advised on proposed changes to construction legislation.
Bayfield was also a member of the SCL Delay and Disruption Protocol Drafting Committee for several years.
The purpose of the SCL protocol is to provide useful and authoritative guidance on delay and disruption issues that arise on construction projects.
The protocol has been cited on hundreds of occasions in the international courts and construction tribunals.
Adjudication roles
Bayfield has been on the ICE, Construction Industry Council (CIC) and Chartered Institute of Building (CIOB) adjudication panels for over 20 years.
He has received over 100 adjudication and other tribunal appointments, including Heathrow Airport Terminal 5 and the London 2012 Games.
Client leadership
Bayfield also acts as an independent project advisor and reviewer on major projects.
The latter part of his career has involved working with large client organisations including Honda, UCL, New College Oxford, and the Church Commissioners.
These successful client leadership roles have focused on establishing clear project governance structures and proactive risk management processes, including strategies for dispute avoidance.
Achievements and interests
The role at New College resulted in Bayfield being named an ICE Carbon Champion.
He's also been part of a British Construction Industry Award (BCIA)-winning project three times.
Bayfield was one of 18 contributors to the internationally acclaimed book, Global Construction Success, published by Wiley in 2018.
He occasionally lectures and writes about client leadership, collaborative working, and project delivery.
He was previously part of the chaplaincy support team at Bullingdon Prison and a shift leader at the Oxford Winter Night Shelter.
Bayfield is also a Chartered Environmentalist (CEnv) and currently chairs the Love Sierra Leone charity.
