ICE Council elects new trustee board members for 2025-2026 session

The council has agreed to appoint Andrew McNaughton as a succeeding vice president.

The ICE Council has confirmed Andrew McNaughton as ICE vice president from November 2025, with a view to become president of the institution in November 2028, subject to interim annual election by the council.

The council has also approved two new members to the ICE Trustee Board for the 2025-2026 presidential year from November 2025.

They are Andrew Enston (nominated member) and Yvonne Murphy (council appointee member).

They will join current trustee board members Julie Wood, Richard Bayfield, Lewis Barlow, Ohis Ilalokhoin, Paula McMahon, Professor Priti Parikh, Lucy Rew and Jonathan Spruce.

They will work with incoming ICE President David Porter.

Meet Andrew McNaughton

Andrew McNaughton, executive director at Capital Programme, has 40 years’ experience within the infrastructure sector in the UK and overseas.

As a project manager and an executive officer, he has been responsible for the delivery of many of the country’s major projects including High Speed 1, the London 2012 Games and Heathrow Terminal 5.

He has held project management and executive positions at Systra, Kier Group and Balfour Beatty.

After joining AWE as a non-executive director in 2021, McNaughton accepted the position of executive director at Capital Programme in early 2023.

He’s responsible for the delivery of the company’s infrastructure investment programme, which will support the manufacture of the next generation of the UK’s nuclear deterrent.

McNaughton is a Fellow of the Royal Academy of Engineering. He has served as a vice president of the ICE and was previously named Civil Engineering Manager of the Year by the institution.

In 2020, McNaughton led a study on behalf of the ICE into the performance of infrastructure project delivery. This led to the Defining a Systems Approach to Infrastructure Delivery report, which was welcomed across the sector.

In 2021, McNaughton was appointed non-executive director of Sheffield Forgemasters Ltd, with specific responsibility for investments in new infrastructure and equipment by the Ministry of Defence to support future at-sea capability.

In June 2022, McNaughton was appointed as an adjunct professor at the John Grill Institute for Project Leadership within the University of Sydney, Australia.

Andrew Enston, principal consultant on communications and engagement at AtkinsRéalis, has spent 20 years working in a variety of communications roles.

During his time within the civil service, he worked for Yorkshire Forward (a regional development agency) on the London 2012 Games. He also worked at the Ministry of Defence, Number 10, and the Foreign Commonwealth and Development Office.

Enston joined AtkinsRéalis in 2022. He provides communications and engagement consulting to clients across the company's aerospace and defence, government, and critical national infrastructure markets. He also offers internal communications advice to senior leaders.

He is a Chartered Management Consultant.

Yvonne Murphy is a senior associate engineer and lead auditor at Mott MacDonald.

A civil engineer and project director, she designs and manages schemes on flood risk management as well as drinking and waste water treatment.

Murphy is registered with the International Register of Certificated Auditors (IRCA). She’s lead auditor of management systems to facilitate compliance with the following standards:

  • ISO 9001 (quality)
  • OHSAS 45001 (health and safety)
  • ISO 37001 (anti-bribery)
  • ISO 14001 (environmental)

Murphy graduated from University College Cork in 2010 with a first-class honours degree in Civil and Environmental Engineering (Structural).

Due to the recession in Ireland, she moved to the UK to join Arup (2010-2015) and later Mott MacDonald (2015 to date).

She was an active ICE Wales member, serving on its committee from 2010 to 2022, and chairing it from 2019 to 2021. She has also been a trustee of the ICE Council, from 2015 to 2018.

She's been a trustee of the ICE Benevolent Fund from 2016 to 2018 and from 2020 to 2022. She chaired it in 2022.

Murphy relocated to Ireland in 2021. She became the country representative for ICE Republic of Ireland and was elected for a second term on council as a general member (2024-2026).

Murphy is a supervising civil engineer, sponsor, and professional reviewer, supporting members working towards qualification. She’s also a member of the Nominations Committee (NOMCO), the Policy Fellows, and STEMNET.

Murphy started her third term as a trustee of the ICE Benevolent Fund in 2025. She's a member of the Institute of Directors, working towards the Chartered Director qualification.

In her spare time, she enjoys reading, exploring the world, and surfing very badly.
