Pilot projects will begin to use these contracts in 2024 to boost collaboration in engineering and construction projects.
The Building and Construction Authority (BCA) of the Singapore government has announced the launch of NEC4 for construction and engineering projects in the country.
BCA is projecting a steady increase in construction demand for the next four years so the need for efficient and well-managed building projects and civil engineering works will increase.
BCA has identified pilot projects which will begin to use NEC4 contracts in 2024 and beyond.
Collaborative contracting
The decision to use NEC4 is a milestone in promoting collaborative contracting in Singapore, where all parties in a project come together to work as a team.
It offers a collaborative approach to risk management, including its early warning process to identify potential problems in a project.
This approach makes the process of handling challenges in a project faster and more efficient.
Supporting take up
NEC has produced secondary Option clauses for Singapore to support the use of the NEC4 Engineering and Construction Contract in the country.
The secondary clauses, which cover national legislative requirements for contracts, were produced in parallel with BCA.
BCA CEO Kelvin Wong said, “The release of Y (SG) Clauses to align NEC4 Engineering and Construction Contract (ECC) with Singapore’s laws, will facilitate the use of NEC Contracts in Singapore’s construction and engineering projects.
“Having seen the positive impact of NEC4 contract in overseas projects, we encourage our industry partners to adopt the use of the NEC4 contract in their projects.
“It is a step forward in our collective commitment to drive excellence and collaboration in project delivery.”
Ongoing support
NEC is also working with BCA to support wider industry take up and provide ongoing training and support as needed during the adoption journey.
