Overview

The ICE is delighted to invite you to its November 2026 Resilience Community Forum: PAS 3090 – climate adaptation pathways for infrastructure systems. The session will take place online from 11am to 12pm on Tuesday 10 November.

Forum sessions have been created to bring members of the ICE’s core sustainable, resilient and nature-positive community together to explore topics of mutual interest. They will be led and attended by senior experts and stakeholders, enabling meaningful discussions of the issues and potential responses to them.

This session will be hosted by forum co-lead Fiona Barbour, technical director specialising in flood risk at Mott MacDonald. It will explore Publicly Available Specification 3090 (PAS 3090) – climate adaptation pathways for infrastructure systems, a new standard being developed by the British Standards Institution and sponsored by the ICE.

The forum will feature PAS 3090’s technical author – Professor John Dora, director at Climate Sense – and the co-chairs of the standard’s technical advisory panel: Adrian Johnson, executive technical director at Stantec, and Alison Walker, climate change manager at HS2.

Drawing on real-world examples, they will explain how climate adaptation pathways can help planners, designers and asset managers to navigate uncertainty, identify potential interventions and make low-risk decisions to maximise the long-term resilience of infrastructure systems.

This event will also provide an update on the development phase of the PAS and how interested parties can review the draft and comment on it during the consultation period.

A Q&A session will round off the session.

Fiona Barbour

Fiona Barbour has been working for more than two decades to reduce the impact of climate change through flood risk management, mostly at Mott MacDonald, which she joined in 2011. She is currently supporting the development of Anglian Water’s new reservoir programme.

An ICE Fellow, Barbour has been active in the institution – including chairing its Edinburgh Area Branch – since graduating from the University of Edinburgh in 2002. She became chair of its Flooding Community Advisory Board in 2020 and now co-leads the Resilience Community Forum, representing the ICE at conferences and in interviews with the media, including BBC Radio 4’s PM programme. She is a member of the ICE’s Learning Society Committee and has recently been appointed Scottish regional representative for the ICE Council.

John Dora

John Dora has more than 40 years’ experience in infrastructure at levels ranging from operations to policy, mainly covering railway asset management and flood risk.

He is also a climate adaptation and resilience expert whose clients have included the UN, the World Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the Office of Rail and Road, Network Rail and Électricité de France.

A visiting professor at the University of Surrey, Dora works to embed climate and sustainability topics in engineering curricula. His presentations focus on approaches to asset management and adaptation that mitigate the risks posed by climate change to infrastructure and society.

In 2009-16 he was the UK rail industry’s lead on adaptation research as technical expert for the Rail Safety and Standards Board.

As the global strategic lead for adaptation for the International Organization for Standardization (ISO), Dora won an award for drafting ISO 14090:2019, the first international standard on adaptation to climate change. He continues to work on adaptation standards with the ISO, the British Standards Institution and European standard-setter CEN-Cenelec.

Dora has chaired the UK Infrastructure Operators Adaptation Forum since its inception in 2012 and has contributed to the UN’s annual climate conferences since COP21 in 2015.

Adrian Johnson

An ICE Fellow with 30 years’ professional experience, Adrian Johnson has worked mainly in the water sector, specialising in climate risk and resilience, sustainable development and carbon management.

Also a member of the Chartered Institution of Water and Environmental Management, he has supported several capital programmes for water companies and led consultancy and research commissions on topics including carbon accounting, renewable energy appraisals and natural capital assessments.

Johnson provides consultancy support and training for several of Stantec’s water clients in the UK and Ireland, focused on their net zero commitments. This has included developing tools and guidance; embedding sustainability criteria into decision-making; and helping them to assess climate risks and formulate adaptation plans.

He co-chairs the technical advisory panel (TAP) for PAS 3090, having previously chaired the TAP responsible for the development and subsequent update of carbon management standard PAS 2080.

An honorary professor at Heriot-Watt University’s School of Energy, Geoscience, Infrastructure and Society, Johnson is also a member of the UK Green Construction Board’s infrastructure working group.
