Janet Young

Dr Janet Young CBE is the director general and secretary at the ICE.

Janet leads the organisation, working in partnership with a trustee board and a team of senior executives.

This includes delivering the ICE’s strategy, and essential services such as member qualifications, furthering knowledge and innovation and advocacy.

Janet’s role is outward facing, representing the ICE to members, industry, academia and governments.

She is the infrastructure sector lead on the UK government’s Construction Leadership Council (CLC).

Janet has extensive experience in the built environment. She is a chartered surveyor and Fellow of the ICE, RICS and Royal Engineers.

Her previous role was the government head of the property profession at the Cabinet Office.

She has also delivered major transformation and capital programmes for the Ministry of Justice (MoJ), Foreign & Commonwealth Office (FCO) and Department for Education (DfE) and was the global estates director at the British Council.

Jason Humm

Jason is a chartered engineer and an ICE Fellow. He has over 30 years' experience working within highway, transport and infrastructure roles. He is a member of the ICE South West Regional Committee and director of transport and highways at Gloucestershire County Council.

His current role sees him delivering multi-million pound transport and highway infrastructure programmes to meet community needs and deliver economic growth. He leads one of the few Nationally Significant Infrastructure Projects (NSIPs) to be delivered by a local authority, oversees the management and maintenance of over 5,000km of transport network, and works to deliver transport decarbonisation through supporting and encouraging walking, cycling and public transport use.  He has extensive experience of working within highly visible, public and political environments and in working with partners and central government to fund and deliver infrastructure projects.

Jason is passionate about ensuring that transport and highway networks can support communities, businesses and the economy, while also delivering on sustainability and decarbonisation needs that help meet the demands of our environmental and climate challenges.

Stuart Allen

Stuart is an Incorporated Engineer and Member of the Institution of Civil Engineers. He is also a Chartered Manager with the Chartered Management Institute. He has a degree in River and Coastal Engineering at the University of the West of England (Bristol) and Level 7 NVQ Diploma in Construction Senior Management.

Stuart has a long and diverse career in asset, project and construction management, working for multiple public sector organisations across the South West of England, including the Environment Agency, West Dorset District Council, Weymouth & Portland Borough Council and Dorset Council.

Stuart currently works within the Flood & Coastal Risk Management Directorate of the Environment Agency, as Deputy Director for Regulation & Assurance.

Jola Brown

After graduating from Cardiff University with a Meng in Civil Engineering in 2021, Jola spent a year working at a small consultancy firm in Exeter, where she gained valuable experience in the fundamentals of geotechnical design and site investigation.

Jola later joined WSP in November 2023 as an Assistant Geotechnical Engineer and has had the opportunity to work on a diverse range of projects, including the renovation and extension of heritage railway lines, earthworks design for major highway schemes, and slope stability assessments and soil nail design for unstable cliff faces. Jola was awarded the Rising Star award at the 2025 Ground Engineering Ceremony.

Olli Sandercock

Olli is a graduate civil engineer specialising in bridges, having completed his MEng in civil engineering in 2024.

Before beginning his consultancy career, he spent 18 months on site through summer placements and a year in industry, gaining valuable experience in piling, temporary works, and the practical delivery of major infrastructure schemes.

Since joining the bridges team at Mott MacDonald, Olli has contributed to nationally significant infrastructure projects, supporting the design and development of a range of structures. His work includes bridge design, stakeholder engagement, and project management, collaborating with multidisciplinary teams to deliver coordinated and technically robust solutions
