Alongside this year’s council ballot, ICE members will be asked to approve a change to subscription costs.

ICE members will be balloted next month to elect new members of council, and to approve an increase in annual subscription fees.
The ICE Trustee Board has proposed an increase of 4.2% to all annual subscriptions, transfer and entrance fees. In line with the institution’s By-laws, members must be balloted on this proposal.
In developing this proposal, trustees have considered:
- The cost of inflation;
- the recent increase in employers’ National Insurance contributions;
- earnings forecasts; and
- the investment needed to allow the institution to continue delivering a high level of service to its members.
ICE President Professor Jim Hall said that the board takes its commitment to carefully managing the ICE’s funds seriously.
He said: “The trustees and I deliberated a long time about what an appropriate fee increase looks like.
“We place huge emphasis on ensuring the sound financial management of the institution’s funds, and great care is taken to make sure the best possible value for money is obtained across all projects and business activities.
“We are acutely aware that members are facing rising costs in many areas of their lives. We have strived to keep costs to the minimum required to allow the institution to deliver its programme of work.”
Ensuring the ICE can continue to deliver
The proposed increase will help ensure the institution has the financial means to continue delivering its work.
Mainly, professionalising the industry and supporting the lifelong competence of engineers, offering trusted and impartial advice on building and adapting infrastructure to create a more sustainable world.
ICE members benefit from learning and professional growth through research, events, networking opportunities, partnerships and mentoring, and the provision of continuing professional development.
The proposed fee increase will help ensure the ICE can continue to deliver value for its members.

The ballot – use your vote, make your voice heard
Prof Hall encourages members to engage with the ballot process and approve the proposed fee increase.
“As the current guardians of the institution, we all have a responsibility to maintain and protect it. Not just for future generations of civil and infrastructure engineers, but for society as a whole – so that we can work together to ensure the world has the infrastructure capacity it needs.
“The trustees and I strongly encourage you to vote in favour of this increase, so that we can ensure your professional home continues to thrive.”
The ICE membership ballot opens on 2 June 2025 and will run until 15 July.
This year, members will be asked to vote on:
- 12 vacancies for ICE Council members – find out more about who is standing in this year’s election
- a membership subscriptions ballot
Members will receive ballot papers and further information from Civica Election Services in early June.
The ICE encourages members to read the information provided in the ballot pack and cast their vote.
