Ecosystem Strategy principles and learning gained from Project 13 adopters

Andy Alder

Andy is a civil engineer and leader of major infrastructure programmes. He is currently Managing Director of Major Infrastructure Delivery at Anglian Water, responsible for leading strategic projects to secure future water supply, enhance the natural environment and enable economic growth.

Andy was previously Programme Director of Tideway through the main construction phase and was VP of Major Programmes for Jacobs. Earlier in his career he was Project Director for Crossrail Western Tunnels and has been responsible for design and construction of major rail and tunnelling projects, including Extensions to the Docklands Light Railway, Dublin Tram, London Underground TCR Station Upgrade, Channel Tunnel Rail Link, Jubilee Line Extension and Kuala Lumpur LRT.

Andy is a Chartered Civil Engineer and Chartered Project Professional, and a Fellow of the Institution of Civil Engineers, the Association for Project Management and the Royal Geographical Society.

Tracey Goddard

Tracey Goddard is an experienced transformation leader with over 25 years supporting major infrastructure delivery programmes.

She specialises in developing and mobilising integrated delivery models and building capability high performing integrated teams.

She has worked within a number of Project 13 Enterprise Delivery Models and is known for her collaborative approach, working with stakeholders to translate complex challenges into practical, outcome-focused solutions.

Peter Winnicott

Previously commercial and procurement director – Smart Motorways Programme.

Peter Winnicott has been a leader in collaborative delivery for over 25 years, delivering commercial performance through better delivery for clients. 

He led the commercial and procurement functions on the multiple award-winning National Highways Smart Motorway Alliance which delivered out-performance at every level for the Client and Alliance Partners and is now the commercial director for the Civil Works Alliance on Sizewell C.

Craig Jones

Craig Jones is United Utilities' head of commercial for strategic programmes. He has significant experience in commercial leadership, infrastructure delivery and collaborative programme management across large-scale capital investment programmes. Craig has established a strong reputation for developing innovative delivery models using

NEC4 contracts and Project 13 principles, creating integrated teams that align clients, partners and ecosystem suppliers around shared outcomes and long-term value.

Ali Gaskell

Ali Gaskell is head of supply chain ecosystem for the Strategic Pipeline Alliance (SPA).

With 21 years of procurement experience at Anglian Water, she joined SPA in 2021 and has played a key role in maintaining programme delivery through challenging economic conditions.

Ali has built strong relationships across the supply chain ecosystem while developing and mentoring high-performing teams.

A respected and collaborative leader, she is committed to maximising individual potential, fostering innovation, and driving success on one of the UK’s largest infrastructure programmes.
