If we want infrastructure that people can trust, we need to get better at explaining its purpose, writes Aman Khandelwal, President’s Future Leader for 2025 to 2026.
Our profession is very good at delivering infrastructure. But we’re not always as effective at explaining why it matters, or who it’s even for.
That was the key message that emerged from a roundtable that I chaired with early-career engineers as we reflected on how the public forms its opinion of infrastructure.
It often seems to be shaped less by the long-term benefits a scheme is meant to deliver, and more by the disruption, uncertainty or controversy surrounding it.
That distinction matters, because if people don’t understand the purpose of a project, they’re far less likely to support it.
So how can we shift their perception? Read on for five takeaways from our discussion.
1. Communicate the ‘why’
Engineers often communicate through process. We talk about cost, programme, constraints and delivery.
But for most people outside the profession, those are not the first things that matter.
What matters is how a project will affect their lives, what problem it solves, what difference it will make, and whether they can trust the people behind it.
That means the profession must move beyond explaining ‘what’ is being built and become much better at explaining ‘why’ it matters.
This was not framed as a criticism of technical excellence, but rather recognised that it’s not enough on its own.
Infrastructure is delivered in a public context. It sits in communities, shapes places and affects how people move, live and work.
If engineers are absent from that broader conversation, then the meaning of their work can easily be lost.
2. Communication is a core engineering skill
Communication should not be treated as a ‘soft’ add-on or something left for others to do.
It’s a core engineering capability.
Engineers are often best placed to explain the trade-offs behind a decision, the constraints shaping a design and the benefits it intends to create.
But doing that well requires more than simplifying technical language. It requires storytelling, clarity, empathy and an understanding of what different audiences actually care about.
If people do not understand the purpose of infrastructure, they are far less likely to trust or support it.

3. Engagement must happen earlier
The discussion also challenged the idea that consultation is the same as engagement.
Too often, engagement happens once designs are already well advanced, at which point communities can feel they are being informed rather than listened to.
Trust is much easier to build when stakeholders can see that their concerns have helped shape the conversation, rather than arriving after key decisions appear to have been made.
4. Early communication enables inclusive design
That insight linked directly to the second half of the roundtable: whether engineering design for all is truly achievable in practice.
Inclusive design isn’t a ‘nice to have’. It’s part of good engineering, good risk management and good whole-life thinking.
When people are left out at the design stage, the consequences usually appear later as reduced usability, weaker outcomes, reputational damage or expensive retrofit work.
If we want infrastructure to work for people, we need to understand them earlier and more completely.
That includes those who use assets every day, but also those who maintain, inspect and operate them over the long term.
Designing for people isn’t just about accessibility in the narrowest sense. It’s about recognising the full range of users and considering how needs can change over time.
5. Making the case for social value
An important part of the conversation focused on why inclusive design can still struggle to gain traction in real projects.
Everyone recognised that social value is increasingly present in policy language, procurement documents and organisational commitments.
Yet there's still a clear gap between acknowledging its importance and giving it enough weight in decisions.
Short-term cost often remains the dominant measure.
The challenge, therefore, isn’t simply to argue that inclusion matters, but to show that it creates long-term value, reduces future problems and leads to better-performing infrastructure overall.
Looking ahead: a role for early-career engineers
The next generation of engineers isn’t willing to separate technical performance from public value.
Instead, they’re asking sharper questions: who is this really for? Who might be left out? Have we explained the purpose clearly enough? Will this still work in the decades to come?
These questions go to the heart of what good engineering looks like in practice.
For me, that was the most powerful takeaway from chairing the session: communication and inclusive design are not two separate agendas.
Better communication helps us understand people more clearly, build trust earlier, and make stronger decisions.
Better design, in turn, gives us a more credible story to tell about the value of engineering. One reinforces the other.
If the profession wants to strengthen public confidence in infrastructure, this is where we should focus.
